JOB INFORMATION

The Village of Rantoul is seeking candidates for a full-time Chief of Operations-Wastewater within Public Works.

The Wastewater Chief of Operations coordinates and directs the work activities of employees engaged in the treatment of effluent Wastewater, the maintenance of equipment, and analyze water samples. Will also compile and submit operational data for the Wastewater treatment plant.

QUALIFICATIONS

  • Class 1 Wastewater Treatment Operator Certification
  • At least a high school diploma or equivalent
  • At least 5 years’ experience Supervising other employees, preferred in a Wastewater facility
  • Knowledge of the laws, rules, and ordinances governing Wastewater treatment systems
  • Knowledge of the operation, maintenance, and repair of machinery and equipment used in Wastewater
  • Extensive knowledge of plumbing and electrical repairs pertaining to maintenance of Wastewater
  • Procedures for collecting and testing water samples throughout the plant
  • Experience with preparing budgets

REQUIREMENTS

  • Be on-call for emergencies
  • Must have a valid State of Illinois driver’s license
  • Train employees in safe, effective work procedures, and equipment operation
  • Supervise and perform the operation, maintenance and repair of all pertinent machinery, equipment, and tools
  • Remain current of the laws, practices, and technical advances in Wastewater treatment systems
  • Prepare budget proposals
  • Locate, evaluate, and purchase supplies, equipment, and services when needed
  • Compile, maintain, and submit all required records and reports
  • Use and apply basic mathematics
  • Inspect machinery and equipment for the detection of flaws and defects in operations and implement remedial action
  • Supervise and perform building and grounds maintenance activities
  • Detect health and safety hazards and institute appropriate corrective procedures
  • Communicate effectively both verbally and in writing
  • Establish and maintain satisfactory working relationships with co-workers, contractors, visitors, and vendors
  • Plan, schedule, and direct the work activities of division employees
  • Must be able to multi-task
  • Must live within a four-mile radius of the corporate limits of Rantoul within six months after the completion of a probationary term

RESPONSIBILITIES

Essential Function of Position
  • Supervises, reviews, and evaluates the daily activities of staff responsible for the operation and maintenance of the wastewater treatment plant; schedules and prioritizes work activities; provides technical assistance and in-house training to division employees; promotes efficiency and safety in treatment operations
  • Plans, schedules, and monitors the wastewater treatment process and maintenance activities in accordance with all applicable laws, ordinances and EPA regulations; performs visual inspections of machinery, equipment, and control panels for defects and breakdowns; make adjustments in the treatment process to control deficiencies as identified by laboratory analysis
  • Operates and performs preventative maintenance on wastewater treatment equipment and machinery; diagnosis malfunctions and breakdowns, decide if repairs can be made in-house, or contacts control panels and other complex machinery and electrical equipment
  • Supervises the collection and analysis of water samples from throughout the treatment process; performs lab analysis of samples from throughout the treatment process and stream samples; evaluates test results and make adjustments in the treatment process when laboratory analysis detects problems
  • Forecasts operational needs, anticipates costs, and prepares budget recommendations for review by the Superintendent; authorizes the purchase of, and maintains an inventory of, materials, supplies and equipment
  • Consults with engineers, contractors and vendors concerning the operations, maintenance and modification of wastewater treatment facilities and the cost, quality and availability of equipment, tools, chemicals and supplies
  • Prepares permit applications for NPDES and sludge application renewal
  • Supervises, and participates in, building and grounds maintenance activities at the wastewater treatment plant
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
  • Collects water samples and evaluates test results from the Rantoul landfill; performs visual inspection of landfill and recommends repairs as necessary
  • Compiles all required records and reports concerning wastewater treatment processes including lab results, pumping rates, amount of chlorine added, equipment repairs, and daily activity logs; prepares and submits all required reports to the Superintendent
