Pay Range: $89,668-$112,085

POSITION SUMMARY:

This position is responsible for managing major subcontracts and other purchased goods & services on the MSV L program, a 14-watercraft acquisition program for the USG having a total value approaching $1B. The successful candidate will become a Project Subcontracting specialist leader who initiates and manages all purchased goods and services, with a focus on major subcontracts. They will also contribute to scope/change management efforts at the prime contract level.

This is a key program position that reports directly to the MSV (L) Program Manager and shall coordinate project efforts within the Supply Chain Management organization and key subcontractors. The successful candidate shall:

  • Drive superior outcomes for the program's major subcontracts, including those associated with cost and schedule performance, as well as Small Business participation goals
  • Scrupulously manage scope and risk across all subcontracts
  • Provide subject matter expert assistance on all procurement issues
  • Comply with VIGOR's procedures, security requirements, and all Federal requirements related to procurements under the MSV L program.

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

This role is a critical element of the core MSV (L) Program leadership team and will work cooperatively with the Program Manager and other core team Project Managers. Key responsibilities and expectations include the following:

  • Leads the Subcontracting effort for the MSV (L) Watercraft Production Program, which is responsible for the Earned Value based planning and execution of all complex watercraft system subcontracts and major subcontracted labor services for the Project in strict accordance with MSV (L) prime contract requirements and Vigor's Supply Chain procedures. Provides Earned Value Management oversight for the applicable material control accounts and visibility reporting functions for the M&S portion of the prime contract, including support of Program Management Reviews, both those internally and those that are customer facing.
  • Leads the development of solicitations, bidders' lists, and the structuring of major subcontracts and long term purchasing agreements, including the creation of subcontract exhibits, with a key emphasis on an exhaustive scope definition and responsibility matrices for all subcontracts performing work at Vigor's facilities.
  • Manages the negotiation of long term agreement terms with subcontractor or supplier representatives and internal affiliates as appropriate. Secures competitive quotations as required, and negotiates prices and services that support total cost improvement efforts, and contributes competitive supplies and materials to the overall efforts of all Vigor Companies. Evaluates and responds quickly to changing production requirements, supplier prices, markets and services, and evolving products when performing subcontracting duties.
  • Partners with the Program Manager, Supply Chain Management, and other Project leaders to achieve the required Small Business goals for the Program
  • Partners with the Program Manager, Supply Chain Management, and Project Controls to monitor EPA eligible subcontracts and achieve 100% purchase order placement prior to the contract deadline.
  • Manages progress and status reporting necessary to effectively manage major watercraft system equipment acquisition, on-time receipt, inspection, and issue with an emphasis on working with watercraft centric Project Managers and Project Specialists to ensure that the Production Team has all material on-hand and subcontracted services are staged to start individual Work Packages/Shop Orders without undue delay.
  • Maintains and provides complete and accurate status reports on request for all major subcontracts.
  • Demonstrates a high level of professionalism, diplomacy, and stress tolerance when dealing with external contacts and internal customers. Must be able to strike a reasonable balance between the needs of internal customers and the economic realities of the supply chain market which can include the navigation of tense or conflict oriented discussions when acting as a facilitator and sometimes mediator.
  • Participates as a key member of project team and effectively communicates within the team and with customer / supplier representatives.
  • Maintains a strong alignment with VIGOR's with Supply Chain Management team while being embedded amongst the project team on a day-to-day basis.
  • In conjunction with allocated staff from the Purchasing function or subcontracted project staff augmentation, manages the following subcontracting:
  • In collaboration with the Program Manager and Contracts, develops and maintains standard MSV L supplier flow down clauses from the prime contract for all purchase orders. Equips Vigor buyers with these MSV L unique flow-downs to make sure suppliers address such requirements appropriately in initial bid packages.
  • In collaboration with the Program Manager and Contracts, assists in developing timely USG change order proposals via solicitations to Subcontractors and subsequent implementation of negotiated prime contract changes in the affected subcontracts.
  • Partners with the Engineering (ENG) and Production (PRO) leaders to manage the scope and performance of service subcontractors for either engineering or production scope across the various MSV (L) watercraft systems
  • Works with the project's Material Planner to ensure procurement requisitions are initiated with sufficient advance preparation that accounts for subcontract preparation, Supply Chain DFAR compliance, supplier lead times, and receipt/inspection/kitting for production.
  • Assists Project Controls to plan and integrate procurement activities into the Project's IMS and develop the projects spend forecast for M&S control accounts.
  • Works collaboratively with Watercraft Project Managers to develop and implement subcontractor schedule and progress reporting requirements.
  • Develops strategies for the sourcing / purchase of material and subcontracted services that will serve to meet the project's cost/profit targets and Small Business requirements
  • Evaluates quotes for subcontracted work including coordination with other functions to ensure a complete review is conducted. Develops recommendation to the Program Manager for a selected subcontractor with analysis based on clearly measurable selection criteria including project's budget, schedule considerations, and Small Business participation level. Negotiates with selected subcontractors and/or suppliers to ensure best value is achieved and program risk is managed.
  • Manages subcontractor and supplier disputes or claims. Works with Vigor production to remove subcontractor or supplier roadblocks, and proactively works to prevent any requests for delay and disruption.
  • Evaluates and processes subcontractor and supplier invoices for payment.
  • Manages all changes with subcontractors, keeping careful records and logs of all changes. Coordinates the processing of change orders via Supply Chain purchase orders.

JOB SCOPE:

Operates within general parameters, but must use sound judgment and independent decision making when carrying out job responsibilities. He/she has the ability to influence and recommend modifying existing work processes.

SUPERVISORY RESPONSIBILITY:

This position interfaces with dotted-line reports from the Supply Chain Management organization. If deemed beneficial to the Program, the Project Manager may supervise an existing Project Specialist or Material Planner.

INTERPERSONAL CONTACTS:

Coordinates his/her efforts with managers and supervisors at all levels in the company. Significant interaction with a multitude of suppliers, project team members, business unit managers/executives, and the Supply Chain Management team.

KNOWLEDGE SKILLS AND ABILITIES:

  • Contract management and administration experience as a Project Manager, Manager of Major Subcontracts, or in a management role for a significant Purchasing function. Proficient with terms and conditions of contracts/subcontracts, management of change, and negotiations.
  • Project Management experience with a focus on managing supply chain scope or as a Project Manager on a successful project with significant or critical subcontracting elements. Familiarity with working in a project matrix-based organization.
  • Superb interpersonal skills and aptitude to work with others in a positive and collaborative manner, supporting multiple internal and external customers; superior negotiation skills and sound judgment.
  • Organized and proficient in managing several priorities with competing deadlines effectively; excellent attention to detail; must be able to handle the pressure of constant interruptions.
  • Strong work ethic and exceptional throughput via computer based applications such as MS Office and Adobe Acrobat. Previous exposure or familiarity with manufacturing/construction based business systems such as one or more Enterprise Resource Planning (ERP) or Manufacturing Resource Planning (MRP) systems.
  • Must have the analytical ability to research problem areas and special requests.
  • Preferred KSAs:
    • Earned Value Management experience preferred.
    • Shipbuilding or Maritime supply base experienced preferred.

EDUCATION, CERTIFICATES, LICENSES AND REGISTRATION:

  • Requires a Bachelor's Degree. Acceptable fields are project management, supply chain management, business management, or another relevant field as supplemented by appropriate subcontracting experience.
  • Requires five (5) years of related experience in a project manager or supply chain management role, with minimum of three (3) years complex manufacturing or construction business segment.
  • Project Management Professional (PMP) credential preferred.

PHYSICAL DEMANDS:

Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production yard while in those areas. May be required to be in production areas in yard. Must be able to walk to and from job sites. Must be able to frequently climb inclined stairways and vertical ladders. Must be available to travel regionally for up to a week at a time.
