Job Description

Serving as an expert and senior cost accountant utilizing knowledge of cost accounting theories, practices and techniques and Federal regulations, involving the reviews and approval of indirect cost proposals and cost allocation plans.
Communicating in writing to develop transmittal letters, determination letters, technical reports or guidance and should be professionally written to senior officials or major grantee/contractor organizations, HHS OPDIVs, and other affected Federal agencies with minor revisions.
Performing as expert/senior cost accountant on a variety of cost accounting tasks as a lead team member and is expected to independently assist other team members with the review and approval of high-risk and major grantees proposals which are performed in accordance with Federal Procurement Regulations, grant polices, and 2 CFR 200.
Using professional judgement based on experience as a journeyman in selecting the proper procedural and technical instructions in performing aspects of work not specifically prescribed. Serving as an expert advisor to customer agency managers, grants offices, and other Federal agencies.
Interrelating with other accountants, customer agency support staff and managers in procurement, budget, personnel, program operations, etc., to plan and carry out assignments, to assist with problems, and provide technical assistance as needed.
Certificates/Security Clearances/Other
For the GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service that includes performing ALL of the following:
1. Performing cost accounting tasks such as reviewing and approving indirect cost rates and cost allocation plans.
2. Reconciling cost to financial statements and other financial reports.
3. Communicating results of indirect cost negotiations to internal and external stakeholders.

Education: Successful completion of at least three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts.
-OR-
Combination: Successful completion of a combination of graduate-level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. You must include transcripts.
For the GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service that includes performing ALL of the following:
1. Reviewing complex indirect cost rate assignments and cost allocation plans.
2. Analyzing financial reports and systems to determine adequacy of internal controls.
3. Testing financial systems for compliance.
4. Assisting resolution of Office of Inspector General or A-133 compliance and performance audits.
Basic Qualifications: Must meet one of the items listed below:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
-OR-
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that:
(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining.
(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Additional Qualifications/Responsibilities
Location Available: New York, NY - Dallas, TX - San Francisco, CA and Rockville, MD.
Telework Eligible (Local) - Incumbent would be required to report to the agency worksite. The official duty station for telework eligible employees is the agency site. The in-office work schedule and telework frequency depend on the agency and the job duties.
Makes site visits to conduct on-site analyses of space surveys, equipment inventory verification.
U.S. Citizenship required.
Financial disclosure statement may be required.
EDUCATION - If education is required or you are using education to qualify, they must submit a copy of college transcripts. An unofficial copy is sufficient; however, if selected, they will be required to submit official transcripts prior to entering on duty.
Education completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education.
Foreign Education: If using education completed in foreign colleges or universities to meet the qualification requirements, they must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
