Veterans Health Administration is Hiring a Supervisory Social Worker - MHRRTP Near Anchorage, AK

**RECRUITMENT INCENTIVE MAY BE AUTHORIZED**
This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Must meet specific individual eligibility requirements IAW VHA policy and submit EDRP application within 4 months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
    • Loss of Licensure or Certification: Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment.
  • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Grade Determinations:

Supervisory Social Worker, GS-13

Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  1. Ability to independently organize work, set priorities, and meet multiple deadlines.
  2. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
  3. Ability to ensure provision of clinical social work services by supervised social workers.
  4. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
  5. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
  6. Ability to provide staff training and development.
Assignment: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). Incumbent may also provide direct clinical services.

The full performance level of this vacancy is GS-13.

Physical Requirements: This work requires light lifting (under 15lbs), moderate carrying (15-44lbs), use of fingers, walking, standing, operation of motor vehicle, near vision correctable at 13' to 16' to Jaeger 1 to 4, far vision correctable in one eye 20/20 and to 20/40 in the other, both eyes required, hearing (aid may be permitted), and emotional and mental stability. Environmental factors are working outside and inside, dry atmospheric conditions, working closely with others and working alone.

Responsibilities:

As MHRRTP Supervisory Social Worker has broad program management responsibilities that include:

Administrative
  • Coordination and administration of all aspects of the residential rehabilitation treatment programs so that they provide safe, efficient and effective rehabilitation and recovery based services to Veterans with severe mental illnesses.
  • Exercising independent judgment and wide-latitude decision making.
  • Strategic planning to ensure the delivery of high quality services for Veterans.
  • Planning, developing and implementing actions to meet short and long term goals and objectives consistent with programs' strategic plan.
  • Developing, coordinating and implementing comprehensive recovery based program of clinical services.
  • Assignment and allocation of program resources to maximize clinical benefits for Veterans. Tracking and monitoring staffing requirements.
  • Program and staff compliance with all requirements established by the Department of Veterans Affairs, Joint Commission and CARF.
  • Monitoring all aspects of the program.
  • Implementing strategies and actions to improve program based on data analysis and stakeholder feedback, and summarizing these processes in appropriate reports.
  • Assign clinical responsibilities and duties to the staff.
  • Approval of leave, ensuring coverage of clinical services, personnel actions, performance appraisal standards and evaluations, clinical assignments, management of MHRRTP clinical programs and services, and professional consultation.
  • Coordinating and arranging all clinical services and activities in the program by assigning duties and activities to clinical staff.
  • Coordinating and monitoring all aspects of the referral and admission process.
  • Maximizing bed occupancy.
  • Developing and implementing outreach and education efforts to community and Veterans organizations and events, other VA clinics, medical centers and Vet Centers.
  • Preparing and presenting all reports requested and required by the Department of Veterans Affairs, Office of Inspector General, Joint Commission, CARF and other organizations.
  • Representing the MHRRTPs at VA, JC, CARF and mental health committees and work groups, as well as regular Stakeholders meetings.
  • Serving as the first point of contact for Veterans who wish to convey complaints, concerns or requests regarding any aspect of the overall program.
  • Facilitating interdisciplinary treatment team meetings, patient reviews, and DCHV community meetings.
  • Overseeing and monitoring Veterans' adherence with program and medical center rules, regulations and policies. Tracks, monitors and reports on Veterans' participation in therapeutic activities.
  • Conducting and reporting on unit environmental and safety inspections. Initiates and tracks work orders, maintenance requests, and requests for purchases to improve physical environment to maximize a homelike and therapeutic environment for Veterans. Maintains and reports on all aspects of physical environment.
  • Developing and implementing all program administrative forms.
  • Facilitating the interdisciplinary treatment team in providing comprehensive and integrated clinical services.
  • Ensuring that clinical documentation are completed.
  • Monitoring and tracking ongoing professional training and education.
  • Coordinating and working with staff, Veterans and other stakeholders to develop and implement a safe medication management process.
Clinical
  • Provides a full range of psycho social services.
  • Performs independently and provides clinical psychosocial and case management services at the advanced practice level to meet clinical treatment needs of Substance Use Disordered Veterans and family members.
  • Works effectively with patients who tend to have frequent and severe crises.
  • Provides clinical case management services to assigned SUD caseload.
    • Explains client's treatment and progress towards rehabilitation.
    • Provides recovery-oriented continuing care treatment services.
  • Works effectively with treatment team to develop coherent ASAM based treatment services and strategies for patients.
  • Incorporates new evidence-based and recovery clinical theories and procedures into clinical services for patients' psychological problems.
  • Provides a full range of psychotherapeutic services.
  • Provides professional advice and consultation in areas related to patients with psychological problems.
  • Appropriately documents clinical services and workload.
  • Carries out administrative duties related to clinical services.
