Veterans Health Administration is Hiring a Supervisory Social Worker - HUD-VASH Near Fresno, CA

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Qualifications:


Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
  • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
  • English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.
Grade Determinations:

Supervisory Social Worker, GS-12

Experience/Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities:,
In addition to the experience above, the candidate must demonstrate all of the following KSAs:

(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services.
(d) Ability to provide staff training and development.
(e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.

The full performance level of this vacancy is GS-12.

Physical Requirements: This position requires light lifting and light carrying. Hearing (Aid permitted) is also required. This position involves periodically transporting patients and requires a valid driver's license to operate a motor vehicle.

Responsibilities:

The HUD-VASH Supervisor is to provide clinical case management and supportive services to Veterans in HUD-VASH by utilizing the principles of Housing First, a team-based model of care, comprised of multi-disciplinary staff, and shared caseloads. Chronically homeless and other vulnerable homeless Veterans, based on the HUD Prioritization Notice, are admitted to case management to support the ongoing effort to end Veteran homelessness. A coordinated entry process will be performed in conjunction with the CoC(s) where possible.

As the Supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing those staff that fall under the HUD-VASH Program. The incumbent will assure the Social Workers and other clinical and administrative staff whom they supervise are aware of and adhere to all current directives of VHA, meet current JCAHO standards, CARF standards, VCARE standards, state licensure standards, and VA-OIG expectations. The incumbent will conduct ongoing reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies.

The HUD-VASH Supervisor also provides direct clinical services to include shared caseloads to conduct face-to-face home visits, carry a caseload as assigned, community based meetings with Veterans, staff and key stakeholders, case management, outreach, PIT, visit homeless shelters, stand downs, all relevant tasks related to homeless program tasks and duties as assigned. Veterans eligible for HUD-VASH come from a wide geographic area. Their health and Mental Health needs may be complex and require a high degree of clinical oversight and creative problem solving. Services are provided in healthcare settings and in the community. The HUD-VASH Program requires continuous coordination with the community's homeless providers and coalition as well as with other local, state, and federal agencies.

The incumbent supervises assigned staff of the HUD-VASH program and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the programs. The incumbent exercises supervisory authorities and responsibilities involving work assignment and review, as well as administrative and personnel management functions relative to the staff supervised. Incumbent observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance.
