Veterans Health Administration is Hiring a Supervisory Logistics Management Specialist - Chief Supply Chain Officer Near Grand Junction, CO

The Chief Supply Chain Officer (CSCO) is the senior supply chain management officer for a VA Health Care System (VA HCS) with multiple sites of care and supported catchment area, responsible for the development and integration of a cohesive, forward-looking supply chain that ensures the logistical requirements of the VA HCS with multiple sites of care and supported catchment area are met.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/25/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Logistics Management Specialist. Specialized experience includes, serving as a senior supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in overseeing and managing a large group with a variety of occupations and subordinate supervisors.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary; however, the position is required to participate on environment of care rounds, Internal and External Quality Reviews, and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as operating room and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers. Work area is adequately lighted, heated and ventilated. May require occasional travel.

Responsibilities:

This position serves as the Supervisory Logistics Management Specialist (Chief Supply Chain Officer) responsible for the development and integration of a supply chain that ensures the logistical requirement of the VA Health Care Systems and supported catchment areas are met. Major duties and responsibilities include:
  • Oversees, guides, manages and integrates supply chain operations across the organization;
  • Plans and coordinates fiscal, acquisition, clinical and administrative operations;
  • Establishes, monitors and manages the performance and measurement of logistics functions for all aspects of the supply chain;
  • Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews;
  • Manages all activities involved in the supply chain management to include sourcing, procurement and logistics management activities;
  • Responsible for linking major business functions and processes within the organization into a cohesive and high performing business model;
  • Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution;
  • Leads and/or participates in regular meetings, ensuring logistics needs and requirements are being met;
  • Performs other related duties as assigned

Work Schedule: Monday - Friday, 8:00 a.m. to 4:30 p.m.
