Summary

Employee will be assigned to the Finance Department, VA Black Hills Health Care System, Fort Meade, SD. Employee will manage the formulation, preparation, justification, and execution of the budget for the healthcare system.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-11 level in the Federal service. Specialized experience includes: overseeing and coordinating the work of budget staff; skill in formulation, justification, and execution of budgets; performing budget analysis; monitoring fund control point expenditures; utilizing automated financial systems and databases; and preparing a range of financial reports. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Budget Administration Control of Funds Cost Estimation and Analysis Financial Assistance Mechanisms IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary with some light exertion related to walking to and from meetings and lifting light books and papers to and from the worksite. Duties

"***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Prepares the facility's annual budget plan in a timely and accurate manner by employing a wide scope of analytical devices that include analysis of historical patterns, cost benefit and trend analyses, operating accounts and salary projections, data retrieval from a variety of sources, and interviews with program managers and subject-matter experts.
Manages funds distribution from more than ten appropriations that are made up of funds that are good for 1 - 4 years before expiation, funds that do not expire, and donation funds.
Develops and maintains data tracking methodology to provide a pool of essential information about fund control point spending, utilization, and workload.
Identifies ineffective or underperforming programs within the operating plan, recommends reprogramming of funds as required, and anticipates/predicts funding needs or surpluses.
Prepares cost benefit analyses to aid in allocation or redistribution of funds, reviews estimates from program officials, and appraises their validity.
Reviews, analyzes, revises, and recommends approval, disapproval, or changes to budget requests and justifications.
Serves as the facility point-of-contact for all budgetary reports required by higher level offices, public affairs, other private or government organizations, and facility executive management.
Conducts cost analyses and makes financially responsible recommendations on new and existing contracts and agreements, analyzing cost data received from higher level offices.
Provides technical and administrative supervision to the budget department staff.
Oversees the daily operation of the Budget department, ensuring that organizational policies and priorities are being followed in accordance with underlying concepts of Appropriations Law.
Develops performance standards and evaluates work performance of subordinates; provides advice, counsel, and instruction to employees on both work and administrative matters; hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands; and recommends action in more serious cases.
Interviews candidates for positions in the department; recommends appointments, promotions, and reassignments to department positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 7:30am - 4:00pm.
