Veterans Health Administration is Hiring a Reimbursable Billing Technician (Non-MCCF) Near Las Vegas, NV

***Open to station 736 employees only***
The position is in the Veterans Health Administration (VHA) Office of Finance's Revenue Operations and aligned with a Consolidated Patient Account Center (CPAC). Through the VHA Chief Financial Officer (CFO), VHA's Office of Finance serves in a mission critical role as the principal financial advisor to the Under Secretary for Health (USH). The office has an overarching responsibility for VHA budget development and allocation.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024.

GS-7 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials

You may qualify based on your experience as described below:
GS 7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to:
  • Serves as the Subject Matter Expert (SME) for TRICARE/CHAMPVA and other non-MCCF activities.
  • Obtains and verifies insurance information is correct and updated in VistA.
  • Makes contact by telephone to explain the difference between Veteran vs. TRICARE/CHAMPVA benefits.
  • Finds and implements ways to eliminate or reduce significant bottlenecks.
  • Assures that finished work and methods used are technically accurate and in compliance with established instructions, methods, procedures, and deadlines.

Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is performed mainly in a sedentary manner. Occasional walking, standing, reaching, and bending are required. The carrying of light items such as paper, folder, and files between desk and storage is common. The work requires long periods of interaction at computer terminals.

Responsibilities:

  • The FRTs are the primary CPAC agents for revenue charges for internal 3rd (e.g., other revenue operations personnel/organizations, VAMC staff, private -sector provider offices) and for external 1st party stakeholders (e.g., Veterans and/or their family members, VAMC staff, VSOs) in alignment with the VA and CPAC mission.
  • The FRT evaluates the revenue - specific data and implements the most responsive and cost-effective means of preparing 3rd party revenue data for clean claims processing by the CPAC Billing Department.
  • Determines whether a release of information (ROI) is needed and how to correctly document ROIs for billing purposes.
  • Collaborates with the local VAMC eligibility and enrollment services and VA Health Eligibility Center staff to ensure Veteran customer accounts needing corrective action are addressed.
  • Reviews and researches Veteran insurance policy coverage to prepare and process revenue billing and collection from 3rd party insurance providers.
  • Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 40 hours per week, Monday - Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
