Veterans Health Administration is Hiring a Podiatrist (Deputy Cief of Medical Services) Near El Paso, TX

The El Paso VA Health Care System is currently recruiting a Deputy Chief of Medical Specialty Service to assists the Chief of Medical Specialty in providing administrative, programmatic, and clinical leadership to ensure achievement of the clinical, and education goals.

Qualifications:

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Applicants must possess a doctor of podiatric medicine, or its equivalent, from a school of podiatric medicine approved by the Secretary of Veterans Affairs. Approved schools are United States schools of podiatric medicine approved by the Council on Podiatry Education of the American Podiatry Association in the year in which the degree was granted.
  • Residency Training. Podiatrist must have completed residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. VA Podiatrists involved in academic training programs may be required to be board certified for faculty status. Approved residencies are:
    • Approved residencies are:(1) Those approved by the accrediting bodies for graduate medical education, the Council on Podiatric Medical Education, in the list published for the year the residency was completed, or
    • Other residencies and training experiences, or their equivalents, which the local Professional Standards Board determines to have provided an applicant with appropriate professional training.
  • Licensure or Registration. Applicants must possess a current full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States or in the District of Columbia.

Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-4 Podiatrist Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: Moderate lifting, 15-44 pounds; Use of fingers; Walking (4-6hours); Standing (4-6hours); Near vision correctable at 13' to 16' to Jaeger 1 to 4; Far vision correctable in one eye to 20/20 and to 20/40 in the other; Ability to distinguish basic colors; Hearing (aid permitted).

Responsibilities:

The Deputy Chief of Medical Services will be responsible for the medical care of patients with conditions requiring treatment in their specialty to include consultative, prescriptive, and ordering authority in the outpatient setting at the El Paso VA Health Care System (ELVAHCS). The incumbent ensures the quality and timeliness of the services provided and collaborates with referring providers and services and reports of the Chief of Medical Specialty and serves as a key clinical resource for him/her and the Chief of Staff.

Duties include the following:

Customer Service
  • Bases planning on patient and staff feedback and projected needs.
  • Assists / Plans the provision of services with a patient centered vision as to enhance patient education and shared decision making.
  • Establishes a customer-oriented culture and promotes hiring of persons who fit that culture.
  • Actively identifies and encourages the implementation of best practices in customer service.
  • Breaks barriers that impede good service delivery.
  • Empowers staff to resolve problems and complaints independently at the lowest level.
  • Shares resources in order to service customers effectively and efficiently.
Quality Improvement
  • Directs the continuous measurement and improvement of the quality of care provided by the service.
  • Assists, plans, coordinates, and ensures high quality care through utilization of multiple quality measurement tools.
  • Improves patient outcomes through the implementation of strategies such as clinical practice guidelines and critical pathways, health risk assessments, provider profiling, use of electronic medical record and clinical reminders, and case management.
  • Ensures the services ability to meet standards issued by various accrediting and regulatory groups and VACO.
  • The Deputy Chief ensures the quality and timeliness of the services provided, customer satisfaction as well as compliance with standards of accrediting bodies such as the Joint Commission and the Inspector General's Combined Assessment Program.
Education
  • Encourages continuing education for all personnel in the service and ensures compliance with performance standards.
  • Creates a climate where continuous learning and self development are valued.
Budget and Fiscal Management
  • Responsible for the financial management of the service, including budget planning and management.
  • Develops the annual strategic and budget plan for the service consistent with guidance and goals from the Director's Office and/or Fiscal Service.
  • Develops and implements tracking methods to monitor the service's fiscal activities.
  • Collaborates with other service chiefs in the development and execution of the overall Medical Center strategic and business plan.
  • Stays abreast of and educates staff about changing conditions in health care.
  • Encourages and rewards risk-taking and entrepreneurial behavior. Encourages demonstration projects, pilots, and other experimental approaches, which may lead to the development of alternative revenue streams and other gains in the organizational outcomes.

  • Demonstrates commitment to the Medical Centers goals.
  • Encourages an atmosphere of trust and empowerment by example.
  • Provides a clear vision of the future and leads the service through necessary changes.
Team Building
  • Develops an interdisciplinary team of innovative, highly motivated individuals who are continuously striving for excellence in patient care and customer service.
  • Develops a team that is technically competent and understands the interrelationships of all the medical center services in achieving the mission.
  • Develops collaborative relationships throughout the medical center, including active working relationships with the other clinical service chiefs, in order to assure full support and coordination between the services.
  • Shares the 'big picture' with staff, encouraging them to use systems thinking and to see how they as individuals contribute to the Medical Center's success.
  • Breaks down barriers in the workplace in favor of high-performance work systems.
  • Builds partnerships with the community to enhance Medical Center goals.
Human Resources Management
  • Responsible for assuring appropriate action in such matters as promotions, selections, rewards and recognition, training, and problem resolution as these actions relate to the service.
  • Works with Human Resources and the union to maintain good labor management relations and to resolve problems.
  • Responds to changing priorities and resources with optimism, encouraging staff to respond positively and proactively.
Work Schedule: Monday - Friday (8:00 a.m. - 4:45 p.m.)
