Veterans Health Administration is Hiring a Medical Administration Specialist Near Grand Junction, CO

This developmental position, located at all facilities within the VISN 19 area of responsibility, VA composes a career ladder structure to the full performance level of Program Specialist (AOD), GS-301-09. The primary purpose of this position is to function as the administrative person on duty, acting on behalf of the Director during other than normal duty hours.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05, For GS-09 you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of management's objectives, goals, decisions, and policies, general principles of management and of the practices, techniques, and objectives of supervision. General knowledge of Federal and department personnel management policies and practices, medical center organization, functions, specialties, and programs, i.e., Social Work, Nursing, Laboratory, Radiology, etc. Knowledge of medical resources in surrounding community, medical and technical terminology, Veterans Integrated Health System Architecture, and the various other computer programs that interface with it (BMS, EDIS, etc.), computer menus relating to processing data for admission and determining legal entitlement of veterans to benefits and to menu for outpatient scheduling, VSSC and the various data sources to be able to extract information and create statistical reports, Microsoft Office products, Pyramid analytics to extract information from VSSC, and other data sources at the Health Eligibility Center to make decisions on enrollment and of computer procedures to assist staff in troubleshooting problems and issues while on duty

To qualify based on education for this grade level you must have completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive working knowledge of applicable public laws, VA policy, regulations, station directives, legal decisions, and state laws dealing with care and treatment of veterans and beneficiaries, admissions, discharges, scheduling, inpatient and outpatient policy, community care resources, procedures and coordination activities, domiciliary care, sharing agreements, legal detention, beneficiary travel, patient funds and valuables, death details procedures and burial benefits, compensation and Pension activities, medical and dental benefits, procedures, eligibility, and related matters. Ability to locate and interpret all applicable regulations, all aspects of Medical Administration Service programs, interrelate to all other medical center services and programs. Knowledge of public laws governing VA, states served by medical center in matters of judicial hospitalization, issuing warrants, Workman's Compensation, reimbursable hospital insurance, liability of third parties, and other medico legal matters, Privacy Act and Freedom of Information Act, as they relate to release of information on patients. Knowledge of safety and fire prevention rules and regulations, of facility and community disaster plans and procedures, of emergency plans for work areas throughout the medical center. Ability to assume role of incident commander during an emergency that may include weather, a toxic environment, major disruption of services, or an active threat including shootings, bomb threat or other terrorist acts, triage a situation effectively to determine next actions in coordination with NOD, MOD and VA police.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is accomplished in a busy, generally congested office area. The AOD routinely goes to most sections and buildings, including offices, clinics, wards, laboratories and the morgue.

Responsibilities:

GS-07 Duties : Developmental
  • Coordinating all contacts received by the VA medical facility during other than normal duty hours, serving in the capacity of AOD and as the administrative resource person for all contacts from staff, patients, and visitors
  • Serving as the administrative authority during other than normal duty hours on all issues involving the enrollment and eligibility determination process. This administrative authority includes interviewing and counseling Veterans concerning the law and regulatory guidelines on their enrollment and eligibility for medical care benefits.
  • Providing administrative guidance and advice to the Medical Officer of the Day (MOD) and other clinical staff concerning administrative matters necessary for the operation of the VA medical facility during other than normal duty hours. This may include facilitating patient transfers to and from VA and non-VA medical facilities.
GS-09 Duties:
  • Delegated full authority of the Chief, HAS/MAS for administrative activities occurring during irregular tours.
  • Coordinates the resolution of medico legal problems concerning the medical center.
  • Ensures that appropriate legal, regulatory, and policy requirements are met.
  • Processes administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival (DOA's), homicides, code blue, cost recovery matters, and facility or community disasters, etc.
  • Determines the appropriateness of notifying the medical examiner of unusual deaths. When unusual circumstances occur determines actions to cancel clinics and appointments.
  • Provides administrative authority, guidance, and advice to Medical Officer of the Day (MOD), Nursing Officer of the Day (NOD) and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tours.
  • Provides orientation and situational technical advice to physicians regarding VA policies and procedures.
  • Assists medical center staff with medically related problems, including involuntary commitments, orders of protective custody, and management of unruly or severely disturbed patients.
  • Performs for administrative matters as the MOD does for clinical matters, working as a team to carry out top management responsibilities during other than regular working hours.
  • Promotes harmonious working relationship among patients, public, and staff.
  • Directly intervenes when problem regarding patient activity occurs, advising clinical staff of appropriate administrative action.
  • Observes, evaluates, and coordinates administrative activities with IRMS, Engineering, Laboratory, Radiology, Nursing, and Environmental Management personnel, among others.
  • Coordinates non-routine contacts received at the medical center after regular operating hours.
  • Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned veterans, families, visitors, law enforcement officials, representatives from private hospitals, veterans service organization representatives, VA Central Office, Congressional offices, military personnel, private physicians, media, and the general public.
  • Oversees determination of applicants' eligibility; obtaining income and insurance information for appropriate nonservice connected applicants; counseling nonservice-connected veterans to determine ability to defray costs of medical care elsewhere.
  • Determines extent of release of medical or social data from patients' records. Safeguards and ensures rights of patient. Functions as Patient Representative/ombudsman during tour of duty.
  • May collect belongings, funds or other personal effects of patients for safekeeping in accordance with facility procedure.
  • Maintains good public and media relations. Establishes and maintains liaison with Public Affairs Officer, whenever applicable.
  • Prepares daily Gains and Losses Sheet and other related statistical reports. Provides daily report/log of
  • Maintains Seriously Ill roster, notifying next-of-kin, as appropriate. Records operative permits, when appropriate, and assists physician. Provides compassionate and sympathetic explanation of death and burial benefits to family and next-of-kin.
  • Reviews data and information for trends, problem areas, and makes recommendations to management to resolve issues.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Week 1: Monday through Friday 0400 - 1600; Week 2: Monday & Tuesday 0400 -1600. This is the Rover position which will be expected to cover requested AL or SL of other AODs.
