Veterans Health Administration is Hiring a Mail Clerk Near San Francisco, CA

The Mail Clerk operates under Logistics Service at the San Francisco VA Medical Center. The primary purpose of the position is to sort and route all mail and packages received at the Medical Center on a timely basis.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/25/2024.

***Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must meet time-in-grade (TIG) requirements. TIG means you have held a GS grade for 52 weeks [or are within two (2) pay periods/four (4) weeks of possessing 52 weeks] at the closing date of this announcement. For a GS-04, you must have served 52 weeks at the GS-02 level or higher. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50(s) that shows your TIG eligibility must be submitted with your application materials which clearly demonstrate that you meet the 52 weeks TIG requirement. Examples of SF-50s include: Within Grade Increase(s), Promotion(s), and/or Appointment action(s). Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Minimum Requirement:
General Experience (GS-04): One (1) year of general experience in the normal line of progression for the occupation in the organization. To be creditable, general experience would be progressively responsible clerical, office, or administrative work that indicates ability to acquire the competencies needed to perform the duties of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires standing and walking during the entire workday, and frequent reaching, bending and lifting of mail/packages (occasionally weighing as much as 50 pounds). Work requires pushing loaded carts of mail/packages (weighing in excess of 100 pounds). With proper assistance, may move heavier items that weigh over 40 pounds.

Work Schedule: 7:00- am to 3:30 - pm, Monday - Friday; 7:00am to 3:30pm Tuesday-Saturday (Tour of duty subject to change to meet the needs of the Agency.)

The Mail Clerk receives, routes, and processes various types of mail utilizing special handling requirement due to content within mail or packages. They utilize various mail handling procedures so that mail, packages and containers can be properly time/date stamped. They have the ability to interpret policies, procedures, manuals, and regulations pertaining to mail and distribution. The Mail Clerk follows the required timeframes set for top priority, high priority documents, and lower priority documents established in standard operating procedures. They process registered/certified and insured materials both incoming and outgoing maintaining tracking numbers.

The major duties and responsibilities include, but are not limited to:
  • Receives mail and packages from U.S. Post Office and commercial delivery companies such as USPS, FED-EX, etc.
  • Inspects for damage, hazardous material, containing valuables or suspicious articles taking appropriate action in accordance with facility policy, VA regulations and laws.
  • Sorts mail for distribution into numerous categories, identifying mail or packages not to be opened, requiring individual tracking, or special handling.
  • Distributes and picks up mail at delivery points within the medical center, based on the routine scheduled and unscheduled destination using good judgment in expediting delivery to avoid delays.
  • Establish courier schedules to provide optimal services while considering the time needed to deliver materials to customers, time required for tours, etc.
