Veterans Health Administration is Hiring an Air Conditioning Equipment Mechanic Near Loma Linda, CA

The Air Conditioning Equipment Mechanic is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Loma Linda VA Medical Center (VAMC) in the Facility Management Service (FMS). The primary purpose of the position is to maintain and repair refrigeration equipment and systems to include heating, ventilating, and air conditioning in meeting the load requirements of the hospital and adjoining facilities.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligible are then rated against the remainder of the Job Elements:
  • Equipment Assembly, Installation, Repair
  • Interpret Instructions, Specifications (includes blueprint reading)
  • Materials
  • Technical Practices
  • Troubleshooting
  • Use and Maintain Tools and Equipment
  • Without more than normal supervision


CERTIFICATION REQUIREMENT: Section 608 Technician Certification EPA regulations (40 CFR Part 82, Subpart F) under Section 608 of the Clean Air Act require that technicians who maintain, service, repair, or dispose of equipment that could release ozone depleting refrigerants into the atmosphere must be certified. Starting on January 1, 2018, this requirement will also apply to appliances containing most substitute refrigerants, including HFCs. In order to qualify, applicants for this position must possess EPA Section 608 Technician Certification Type 4 (Universal). (NOTE: You will be required to provide a copy of the certification, if referred for interview).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.

Major duties and responsibilities include:
  • Installs and repairs large systems that provide cooling, humidifying, dehumidifying, cleaning, filtering and circulation of air, as well as reheat in Variable Air Volume (VAV) boxes for the air handlers to boost temps; recognizes the causes of faulty equipment and performing complex repairs that may include disassembly and reassembly, fitting and overhauling various parts and equipment.
  • Modifies and balances various elements of systems designed to meet a variety of conditions.
  • Maintains and repairs all refrigeration equipment and systems assigned to the Heating, Ventilation, and Air Conditioning (HVAC) unit. This includes 'cascade freezers' and refrigeration units such as walk-in, reach-in, under counter coolers, domestic refrigerators, ice machines and all other units, as assigned.
  • Performs preventative maintenance and repairs on all air handlers and fan coils.
  • Maintains, troubleshoots, and repairs of pneumatic controls, Andover, Siemens, Delta, Allerton and other installed Direct Digital Control (DDC) systems.
  • Creates and closes work orders daily, or as necessary, to ensure compliance with The Joint Commission standards as well as to account for labor hours, materials, etc.
  • Performs other related duties as assigned.

Physical requirements: The physical effort is greater because the equipment in the system is usually larger and must be maneuvered into and out of specific locations while dismantling and reassembling. Grade 10 mechanics frequently carry and set up parts and equipment that weigh up to 23 kilograms (50 pounds). Hoists, holders, and pulleys are operated when removing units such as large compressors, condensers, and chillers. Grade 10 air conditioning equipment mechanics make repairs and installations from ladders, scaffolding and platforms where the parts of systems worked on are frequently in hard-to-reach places; therefore, stooping, stretching, bending, and kneeling are frequently for longer periods of time.

Working Conditions: Incumbent will be subject to working in varying temperatures between working in poorly ventilated areas or, at times, under inclement outdoor weather conditions. Majority of work will be performed inside buildings. Hazards include the possibility of electrical shock and burns; injuries to skin, eyes and lungs from refrigerants, gases, chemicals and solvents; and danger of cuts, scratches and bruises from use of various tools while working in cramped quarters. Incumbent will also be exposed to dust, foul odors, dampness and the hazards of power machinery during performance of daily work assignments. Incumbent will be subject to work from ladders/scaffolds during performance of duties.
