The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Central Virginia VA Healthcare System (CVHCS) in the Environmental Management Service (EMS) in Richmond, Virginia.

Duties
Duties include, but may not be limited to the following:
  • The incumbent provides timekeeping, work orders and LEAF support to EMS. Incumbent serves as the official point of contact for timekeeping queries for the Service.
  • Responsible for creating, processing, and maintaining attendance and leave records for all Time and Leave (T&L) units.
  • Performs payroll matters with expertise and independently provides technical advice and assistance on pay and leave matters.
  • Responds to questions from employees concerning the application of pay, leave, and benefit policies and procedures. Provides orientation to the Veterans Affairs Time and Attendance System (VATAS) to all new alternate timekeepers, and new EMS supervisors to ensure continued competency in the use of VATAS.
  • Accurately maintains all VATAS time and leave records for each EMS employee. Maintains files of complete time schedule for each T&L unit.
  • Reviews all directives and instructional material pertaining to timekeeping practices and procedures. Maintains confidentiality of all employees' personal information from VATAS practices and procedures.
  • Compiles employee time, and payroll data from time sheets and other records. Reviews timesheets, work charts, wage computation, and other information in order to detect and correct calculation discrepancies. Verifies attendances worked, pay adjustments, and post information onto designated records.
  • Posts employees' daily work hours to include Annual Leave (AL), Sick Leave (SL) and Administrative Absence (AA) in order to maintain and update employees' daily postings.
  • Prepares spreadsheets according to employees' time from information entered into VATAS for use by the Deputy Chief and Assistant Chiefs and the EMS Administrative Section. Prepares and distributes Annual Leave master schedule draft and finalized versions yearly.
  • Provides general administrative and clerical support such as responding to telephone inquiries, providing requested information about the office and other criteria as applicable.
Work Schedule: Mon-Fri 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-05 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in positions which required a full range of support; such as, skill in operating a computers to type correspondence such as memorandums, letters, reports, etc.; skill in operating computers, printers, typewriters, calculators, and software programs such as MS Word, Excel and Office or compatible software; budget, data collection, data entry; experience in positions that required customer service skills such as a receptionist, receiving telephone calls, routing calls to appropriate staff, greeting the customers, etc.; and skill in oral and written communication and interpersonal relations, to appropriately and courteously relate to internal and external customers; determining entitlements on travel reimbursements.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, or secretarial or technical school, junior college, college or university. Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first 60 semester hours (beyond the second year). To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent. One year of full-time academic study is defined as 30 semester hours or 45 quarter hours. TRANSCRIPT(S) MUST BE SUBMITTED IF EDUCATION IS BEING USED TO QUALIFY. CONFERRAL OF DEGREE(S) EARNED SHOULD BE PRESENT ON TRANSCRIPT(S). UNOFFICIAL TRANSCRIPT(S) OK. FAILURE TO DO SO WILL DISQUALIFY YOU FROM FURTHER CONSIDERATION.

You will receive credit for all qualifying experience, including volunteer experience.

Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities.
Pursuant to VHA Directive 1193.01, VHA health care personnel (HCP) are required to be fully vaccinated against COVID-19 subject to such accommodations as required by law (i.e., medical, religious or pregnancy).
