OVERVIEW:
Since 1946, Veterans Canteen Service (VCS) has been delivering the VCS benefit to millions of Veterans enrolled in the VA Healthcare system, the largest Healthcare system in the United States. VCS is an independent service in the Veterans Health Administration (VHA) that is Veteran facing, providing reasonably priced goods and services for the comfort and well-being of America’s Veterans.
This position involves developing procedures, policies, and supporting artifacts to ensure procurement activities are consistent with VCS rules and regulations. Coordinating with the appropriate stakeholders to develop and execute acquisition strategies. Conducts analyses and recommends courses of actions to ensure requirements have addressed considerations. When established guidelines are unclear or conflicting, develops local policies, procedures, SOPs, and associated training materials ensuring they align with federal procurement laws and regulations.
DUTIES:
Duties of this position include, but are not limited to:
· Establishes, expedites, and reviews consolidation of all procurement packages.
· Conducts analyses and recommends course of action to meet timely and technical requirements.
· Directs assigned procurements in support of strategic acquisition plan. Negotiates performance requirements to obtain agreement, standardize enterprise equipment, supply, and/or service requirements in support of strategic acquisition plans.
· Reviews procurement documents for accuracy, adequacy, and completeness. Assists service line managers as needed to ensure the final documents are acceptable.
· Establishes and maintains controls to ensure that contracts/procurement documents are executed in accordance with terms. Works independently with various personnel to resolve problems during the administration of the contracts. Monitors the procurement process from pre-award to final delivery of requirements.
· Furnishes instructions and explanations on new regulations and procedures. Prepares reports or briefs procurement data for meetings, inspections, audits, and in-progress reviews.
· Develops and conducts presentations and recommendations to internal and external stakeholders.
