Vertex Professional Service LLC is Hiring a Principal Subcontract Specialist - Neutral Buoyancy Laboratory Contract (NOC) - Houston, TX Near Houston, TX

V2X is seeking a subcontract specialist to join the Modernization & Sustainment Acquisition team. The Subcontracts Specialist will work from NASA’s Johnson Space Center in Houston, TX, and support the Neutral Buoyancy Laboratory Contract (NOC) with the M&S business area and will be responsible for working with program customers to develop subcontracting strategies and executing subcontracts with our supply base. Activities and responsibilities include, but are not limited to:

  • Prepare bid packages, analyze, and evaluate proposals, perform Price/Cost Analysis, and negotiate subcontract pricing & provisions, terms, and conditions.
  • Perform supplier assessments and source selection, prepare/issue Purchase Order awards, and manage resulting subcontracts.
  • Create, initiate, and maintain Purchase Orders and Advance Payments in accordance with prime contract requirements.
  • Maintain Purchase Order compliant files in accordance with internal processes, procedures, and Government FAR/DFAR/CPSR procurement regulations.
  • Support program and customer-required reporting and metric requirements.
  • Participate in the source selection process at the proposal and execution phases, working with the Integrated Product Team, planning and proposal support processes.
  • Initiate Teaming, Non-Disclose, and other subcontracting agreements as required. Maintain Annual Certifications and Insurance Liability requirements for critical subcontractors.
  • Ensure compliance with Public Law (FAR/DFAR/AMS), company business policies and procedures, import/export regulations (ITAR/EAR), and Davis Bacon Act/SCA.
  • Work extensively with Integrated Product Teams including, Engineering, Quality, Finance, Contracts, and Program Management to ensure on-time delivery of compliant product/services at or below program budget.
  • Perform risk analysis, identifying risks, opportunities, and potential impacts, and developing mitigation plans.
  • Assist in the development of Statements of Work for utilization in subcontracts.

Requirements:

  • Typically requires a University Degree or equivalent experience and a minimum of 5 years relevant experience in the supply chain, preferably in procurement or subcontracts, or an Advanced Degree in a related field and a minimum of 3 years experience.
  • Experience awarding subcontracts of high complexity and high dollar values.
  • Strong negotiation skills - ability to lead formal negotiations (price, schedule, and supplier exceptions to contractual flow-down requirements).
  • Proficiency in performing and comprehending price and cost analysis, source selection/justification, and analysis of supplier quotations.
  • Strong interpersonal skills with proven ability to communicate effectively both verbally and in writing with internal customers and all levels of management.
  • Demonstrated Leadership skills – influence, presence, and ability to interface internally and with suppliers.
  • Demonstrated ability to execute within schedule constraints.
  • Strong analytical, problem-solving skills and ability to think strategically.
  • Demonstrated ability to act independently as may be required and demonstrated success in influencing or achieving critical requirements including those related to cost and schedule performance.

Desired Skills:

  • DoD procurement experience and knowledge of Federal Acquisition Regulations (FAR/DFARS)
  • Experience in the use, employment, and requirements of various subcontract types including but not limited to T&M, Labor Hour, FFP, CPFF, CPIF, CPAF.
  • Knowledge of import/export regulations (ITAR/EAR).
  • Experience creating long-term or enterprise agreements.
  • Strong knowledge and experience with Microsoft Office tools (Excel, Word, and PowerPoint).
  • Six Sigma or equivalent experience
