Additional projects will be assigned as needed and may include projects in Texas, New Mexico, and Arizona.

Position Summary

Versar Inc. is hiring a Archeologist to provide a broad range of cultural resources management support for the Environmental and Natural Resources Division (ENRD) Cultural Resources Management Program at Fort Huachuca Arizona. This support will be focused on the management of archaeological sites, traditional cultural properties, sacred sites, archaeological collections, and Native American relations. The position requires highly flexible work hours, duties performed in this position shall not begin prior to 6:00am and shall not end prior to 3:30pm but not later than 5:30pm, Monday - Friday, unless approval is granted.

In addition to the educational and experience requirements listed below, the successful candidate must possess strong written and verbal communications skills, be well-organized, exercise sound judgment, possess both analytical and teamwork skills, be experience in field work, and be experienced with the Section 106 review process.

Duties/Responsibilities

Specific duties include, but are not limited to the following 3 tasks and associated activities:

1. Archaeological Resource Identification, Evaluation, and Documentation

  • Conducting archival research and fieldwork to inventory, evaluate, and document archaeological sites and isolated occurrences. This generally consists of small-scale pedestrian surveys; site and isolated documentation or assessment; archaeological monitoring, conducting site condition assessments, and occasional subsurface shovel testing or excavations.
  • Conducting archival research by locating and examining historical records, maps, and documents as required to assess previous research in the project area.
  • Preparing post-fieldwork documentation, including professional quality survey and assessment reports with project results and site evaluations; site forms; prehistoric and historic artifact analysis; photographic documentation; field records; and Arizona State Museum (ASM) project and site number registration forms.
  • Drafting correspondence for consultation with the State Historic Preservation Officer (SHPO) regarding determinations of effect and eligibility, to include the final report and appropriate SHPO, ASM, State of Arizona, and Installation forms.
  • Updating existing site databases and archive files to facilitate access to documentation on archaeological sites, traditional cultural properties, and sacred sites. This includes updating and maintaining archaeological site data, areas surveyed, and disturbed and "cleared" areas in the Fort Huachuca (FH) GIS system.

2. Cultural Resources Management - Project Review and Technical Advice

  • Assisting in the review Army undertakings that may affect archaeological sites, and making recommendations to avoid or minimize adverse effects to historic properties (this includes Dig Permits; Work Orders; NEPA RECs, EAs and EISs).
  • Attending planning meetings, design charrettes, and other coordination meetings, and completing site visits as needed.
  • Providing support in facilitating the implementation of projects and programs and consultation with installation and external organizations and proponents.
  • Assisting the Government CRM in project reviews, including developing determinations of eligibility and determinations of effect for archaeological sites in accordance with Section 106 and 36 CFR 800. This includes drafting correspondence to consult with the SHPO and Native American tribes regarding determinations of eligibility and effect.
  • Providing additional support activities including guidance and direction to Garrison staff, internal and external proponents, and others concerning historic preservation laws and appropriate compliance. The contractor shall document email and drop-in questions and discuss with the Government CRM for appropriate responses.
  • Monitoring and assessing archaeological sites during construction projects or being impacted by military or natural activities to ensure proper treatment and protection.

3. Cultural Resources Program Support

  • Assisting in update of the Integrated Cultural Resources Management Plan (ICRMP) as it applies to archaeological sites, traditional cultural properties, sacred sites, collections management, and Native American relations.
  • Assisting completion of Army data calls, providing background data and research as needed.
  • Assisting in development of Scopes of Work (SOWs) for inventory, evaluation and mitigation projects.
  • Supporting and advising the Government CRM during execution of projects to include, but not limited to, providing access to historic property records and documentation archived at FH; participating in planning and review meetings; and reviewing and commenting on draft deliverables produced.
  • Attending Section 106 consultation meetings with consulting parties, installation personnel, and regulators on high profile undertakings; the contractor shall take notes and provide input and recommendations to the Government CRM.
  • Assisting the Government CRM in completing the backlog of cultural resources reports from past projects. This will include technical report writing, data analysis, archival research, artifact analysis, map preparation, and GIS data layer update.
  • Ensuring all archaeological collections and associated records generated as the result of in-house archaeological investigations or contracted projects are documented, organized, and packaged for transport to ASM for final curation.
  • Developing materials for education, interpretation and outreach to promote historic preservation as a critical element in installation sustainability and quality-of-life. This includes preparing cultural resources displays, writing informational articles, and making presentations or leading tours of FH historic properties for public or professional audiences.
  • Supporting and advising the fostering of good relations and implementation of "trust responsibility" in Government liaison work with 11 federally-recognized Native American tribes. This includes preparing consultation correspondence required under NEPA, NHPA, and NAGPRA; attending annual consultation meetings; and facilitating access to traditional cultural properties and sacred sites.
  • Perform lead role for cultural resource surveys, when needed. This includes supporting the Site Steward Program at meetings and trainings.
  • Provide support to the architectural program as required.

Minimum Qualifications/Requirements

  • Bachelor's degree BA/BS degree degree in Anthropology with a focus on Archaeology, and one year of technical report writing experience.
  • Professional experience at Crew Chief or Field Director level.
  • Knowledge, expertise, and skills in historic preservation laws, regulations, and the Section 106 and 110 compliance process as they apply to undertakings and management of historic properties; and archaeological field methods.
  • Global Positioning System (GPS) use.
  • Skills in oral and written communication (including demonstrated experience in professional compliance report writing).
  • Experience with computer data, word processing, and geospatial software, specifically the Microsoft Office suite (Word, Excel, PowerPoint, Access, Outlook), and ArcGIS.
