POSITION DESCRIPTION – Engineering Manager

MINIMUM QUALIFICATIONS

  • Bachelor of Science degree in Engineering.
  • Minimum five (5) years experience in an engineering related job. Supervisory or management experience is desired.
  • Pass medical physical exam by company doctors and remain capable in accordance with the prescribed “Fit for Duty” job analysis.

BASIC FUNCTION

As Engineering Manager your main responsibilities will be in the areas of Plant Engineering, Capital Projects, Maintenance and Utilities. You will work in conjunction with the Plant Manager to accomplish the individual engineering related items specified below. You will make recommendations to the Engineering Manager for any necessary and corrective measures, which will result in greater efficiency and economy. You will cooperate with other department managers toward the attainment of the overall company's objectives and manage your subordinates in the most efficient manner.

PRINCIPAL RESPONSIBILITIES

Within the limits of approved policies and budgets, the Engineering Manager is responsible for and has authority to carry out the following duties. Manager may delegate portions of these duties to assigned manpower but may not relinquish accountability for the results.

  • Help develop plans, programs and procedures that are directed to meeting the plant's objectives in such a manner as to promote the most effective utilization of personnel and equipment to obtain maximum efficiency.
  • Plan, recommend and manage continuous improvement programs to reduce costs and improve the general environment of the plant.
  • After consultation and in cooperation with the Plant Manager, purchase all necessary supplies and insure through proper requisitioning, purchasing and receiving methods that such supplies meet with all specifications required. Supplied items should always give consideration to quality, service, delivery, price and community relationships.
  • Carry on a continuing program of personal development through proper selection, orientation, training and counseling of assigned personnel.
  • Stimulate personnel development through delegation of authority and by encouraging direct exchange of new ideas and concepts.
  • Set and maintain a high standard of individual performance and insist on the same from subordinates.
  • Help the Plant Manager develop yearly manpower requirements and provide proper justification of additional manpower needs.
  • Maintain a climate of good and safe working conditions through strict personal observance of plant safety rules, good housekeeping, issuance of personal safety equipment and initiation of continual safety awareness programs.
  • Execute all capital projects related to the site in cooperation with Plant Manager. Projects will be completed following established engineering procedures.
  • Manage all aspects of the Engineering Department in accordance with established site procedures and in compliance with regulatory requirements.
  • Manage the Engineering departments’ general plant housekeeping through the development of procedures and practice of the 5S Program.
  • Practice Responsible Care Management through active participation and adherence to the Guiding Principles of the Responsible Care Management System.
  • Fulfill responsibilities as member of Beaumont Site Leadership Team (SLT).

FUNCTIONAL RESPONSIBILITIES

  • Manage the Engineering Department to provide:

 Engineering analyses and recommendations in problem solving efforts for all Departments in order to ensure that all aspects of problems, including safety and environmental concerns, are addressed. This work includes:

 Finding and solving the root causes of problems using the zero defects approach.

 Developing interim "fixes" that are needed to maintain operation of the plant.

 Capital Projects will be needed to solve some root causes of problems. Involvement in plant-related capital projects will encompass all phases of these projects, including:

 Development of project scopes and justifications.

 Providing review and comment on associated detailed project engineering.

 Inspecting field construction for compliance with project requirements and construction specifications.

 Authoring changes to procedures and assisting in personnel training.

 Assisting in project startups.

RELATIONSHIP RESPONSIBILITIES

1. Consult with the Plant Manager on all unusual and important matters and keep him informed as to progress and performance against predetermined plans and budgets.

2. Maintain close working relationships with other department managers, seeking and giving advice and assistance when appropriate.

3. Carefully practice delegation of authority and encourage all subordinates to recognize and fulfill their individual responsibilities.

4. Provide a climate conducive to developing a closely knit organization which will, both individually or as a group, freely discuss plans and problems and receive advice and counsel without being relieved of their decision-making responsibilities.

5. Develop constructive relations and earn the respect and confidence of employees, vendors, government representatives and members of the plant community, in order to help enhance Veolia’s reputation as a reliable company.

ISO QUALITY RESPONSIBILITIES AND AUTHORITY

Implement and follow Veolia’s ISO Quality programs, policies and procedures outlined by the Standard and manage the department to meet the requirements of ISO Quality programs, policies and procedures, and ensure continued compliance through regular internal audits and team meetings. The Engineering Manager has the authority to discharge the duties listed above.

RESPONSIBLE CARE MANAGEMENT RESPONSIBILITIES AND AUTHORITY

  • Practice Responsible Care Management through active participation and adherence to the Guiding Principles of the Responsible Care Management System and contribute to the sustainability of the OSHA VPP Program by continuing to uphold the principles demonstrated as a STAR site
  • Understand your role in Responsible Care and be able to identify the significant environmental, health, safety, and security (EHSS) risks in your area of responsibility, the controls for each significant aspect and how manage them as needed.

HURRICANE COMMITTEE RESPONSIBILITIES

All management personnel, including the Engineering Manager, will be required to participate in the Shutdown Team (SDT), Damage Assessment Team (DAT) and/or Pre-Startup Team (PST) as prescribed by the Beaumont Hurricane Plan, or at the request of the Plant Manager
