JOB SUMMARY

The Assistant Tax Administrator performs administrative, supervisory and technical work assisting in the management of the Tax Department, especially in the collections and accounting of funds. An employee in this class organizes and supervises staff involved in collection and motor vehicle listing functions and assists in the management of the Tax Office. Works includes planning and executing billing and collections processes; coordinating collection of delinquent taxes through means such as wages garnishment, bankruptcy filing, and debt set-off; preparing reports of collections and assuring accurate audit trail is maintained; assisting auditors; disbursing taxes to municipalities; performing bank reconciliation; assists the public and attorneys with questions and advising employees on unusual situations; administering the department’s tax computer system and applications, working with programmer in developing new programs and troubleshooting system problems; updating the office website; and directing all office operations in the absence of the Administrator. Work is performed in accordance with State law and County policies and procedures governing these activities. Work is performed under general supervision of the Tax Administrator, and is evaluated by the effectiveness of the systems and processes, reports, conferences and by the collections percentage.

ESSENTIAL JOB FUNCTIONS

  • Plans and executes billing and collections processes; assures meeting of deadlines.
  • Prepares a variety of monthly, quarterly and yearly reports of monies collected.
  • Coordinates the collection of delinquent taxes by enforcing wage garnishment and other procedures; implements Debt Set-Off program; supervises bankruptcy files; arranges lien ads.
  • Supervises, trains, and monitors staff; assigns work, determines priorities and work assignments; conducts performance evaluations; assists employees in complex or unusual tax problems.
  • Oversees daily balancing of cash drawer; performs bank reconciliation.
  • Ensures accurate audit trail is maintained; assists auditors by providing information and compiling reports.
  • Addresses inquiries for assistance from taxpayers, attorneys and the general public; interprets and explains laws, policies and procedures; intervenes and handles difficult situations with angry taxpayers.
  • Disburses taxes or revenues to correct municipalities.
  • Administers the department’s computer systems and applications; works with programmer to develop new programs and resolve problems; troubleshoots systems hardware and software problems.
  • Updates the tax office website with property record card and payment information.
  • Compiles information for annual budget; requisitions supplies.
  • Attends meetings of the Commissioners and Manager in the absence of the Administrator.
  • Attends training to maintain knowledge of laws and procedures.
  • Performs other related duties as assigned.
