Valiant Integrated Services is Hiring a Disaster Management and Humanitarian Assistance Advisor Near Pearl, HI

The US Department of Defense Center for Excellence in Disaster Management and Humanitarian Assistance (CFE-DM) is based in Honolulu, Hawaii with a global mission to build crisis response capacity, enhance coordination and collaboration, and strengthens relationships in the field of international humanitarian assistance and humanitarian civil-military coordination. The Center works closely with a diverse group of governmental and non-governmental actors to enhance the militaries and civilian government agencies' understanding of their role in supporting humanitarian action in natural and man-made disasters.
The incumbent will act as a subject matter expert on humanitarian operations and civil-military coordination in natural disasters and situations of armed conflict. Program activities will include conducting civil-military training courses, multinational and bilateral conferences, workshops, and exercises.
The applicant will deliver high-quality training instruction and presentations to military and civilian organizations. This will include presenting modules for both the Humanitarian Assistance Response Training (HART) Disaster and Conflict courses. Both are operational-level training courses focused on applying the military planning and decision–making process to the unique humanitarian circumstances during both Foreign Humanitarian Assistance (FHA) operations following natural disasters and dealing with civilian impacts during conflict. The course programs utilize theory grounded by U.S. Department of Defense (DoD) joint doctrine, guidance from the U.S. Agency for International Development Bureau for Humanitarian Assistance, (USAID BHA) and generally accepted international norms on humanitarian assistance and civil-military coordination. The position requires development and presentation of modules, case studies, small group practical applications, and role-playing exercises that enhance lectures by civilian and military subject matter experts. The applicant will also lead or assist in the planning, coordination, and execution of multinational military exercises and civil-military security cooperation workshops when needed. Program activities will include conducting civil-military training courses, multinational and bilateral conferences, workshops, and exercises. The position requires the applicant to have awareness, understanding, and skills that help DoD, partner militaries, interagency, and international organizations plan for and execute foreign disaster response (FDR) missions.
International and domestic travel is approximately 35%. Position is a full-time position with benefits located on Ford Island, Joint Base Pearl Harbor-Hickam, Hawaii.
RESPONSIBILITIES AND DUTIES:
  • Provide relevant expertise on humanitarian assistance and civil-military coordination in a wide range of military operations to civilian and military organizations (workshops, conferences, training courses, and exercises).
  • Deliver high-quality training instruction and presentations to military and civilian organizations for the HART Program.
  • Support development of training curriculum to meet identified training gaps and requirements; review and provide recommendations regarding content.
  • Contribute to operational case studies and the collection of good practices in regard to humanitarian assistance and civil-military coordination; assist in capturing lessons learned and best practices from real-world operations.
  • Advise or establish an information exchange with military forces and other audiences on humanitarian themes.
  • Draft analysis, planning documents, after-action reviews, reports and other professional white papers and articles as required.
  • Prepare, or provide substantive input in the preparation of, policy, position papers, and reports on civil military coordination, humanitarian access and negotiations, and other critical concerns emerging in humanitarian crises.
  • Design, organize and/or participate in relevant international, regional or local conferences or events on humanitarian themes and/or civil military coordination.
  • Cultivate existing and new relationships and partnerships and identify opportunities for collaboration with new stakeholders relevant to the mission, including International Military Forces, UN and NGO agencies, civil military coordination personnel and any other relevant stakeholders.
  • Understand, monitor, and remain current on geo-political developments impacting humanitarian crises globally, with a primary focus on the Asia-Pacific region including but not limited to disaster response, complex emergencies, humanitarian notification mechanisms, and protection of civilians considerations.
  • Works collaboratively with colleagues and others from different backgrounds.
  • Support cross-branch CFE-DM initiatives and projects as required.
  • Expect 35% of travel in support of the mission.

EDUCATION REQUIREMENTS:
  • Minimum Bachelor’s Degree
  • Masters preferred.
Minimum Job Requirements:
  • Knowledge of international norms and standards governing humanitarian access and civil-military coordination in international humanitarian response and familiarity with challenges in their implementation.
  • Experience in military exercises with humanitarian assistance planning and execution, and U.S. interagency coordination and collaboration.
  • Experience in developing, delivering, and evaluating presentations for military and/or civilian audiences.
  • Experience advising and briefing senior leaders in military and/or civilian organizations.
  • Experience working with any of the following: United Nations agencies, international non-governmental organizations (INGOs), ICRC and/or IFRC, and/or donor agencies in natural disasters and/or situations of armed conflict desired.
  • Experience conducting and/or supporting humanitarian assistance and civil-military coordination in responses to humanitarian crises desired.
  • N. Humanitarian Civil-Military Coordination (UN-CMCoord) background desired.
  • Must be able to speak, read, and write in the English Language fluently.
  • Strong organizational, writing and speaking skills.
  • Experience with and comfort with public speaking, presentation, and facilitating groups.
  • Familiarity with the Asia-Pacific geopolitical security environment.
  • Experience working with US Country Teams and Diplomatic Missions desired.
  • S. Citizenship is required, and the successful candidate must be able to obtain a SECRET level clearance.
