Associate Director of Civil Engineering/Associate CDSE Location: Badin, NC
Company Overview: Our client is a prominent player in the renewable energy sector, owning and operating 85 hydroelectric facilities throughout the U.S. They are currently seeking a candidate for one of two Associate Director of Civil Engineering positions.
Position Summary: The Associate Directors of Civil Engineering report to the Vice President of Engineering and Project Management, who also serves as the Chief Dam Safety Engineer. These positions are integral to the interaction with the Federal Energy Regulatory Commission (FERC) Division of Dam Safety and Inspections, acting as Associate Chief Dam Safety Engineers.
Supervisory Responsibilities
  • Oversee dam safety engineers responsible for managing civil and dam safety issues at assigned projects.
Key Responsibilities
  • Risk Management: Understand the risks, responsibilities, and liabilities of dam operations and ownership.
  • Documentation: Lead development of Dam Safety Surveillance and Monitoring Plans, Supporting Technical Information Documents, and other technical reports.
  • Inspections: Participate in or delegate participation in FERC inspections, Part 12 inspections, PFMA, and Risk Analysis workshops; review associated reports for technical content and quality.
  • Monitoring Programs: Lead the dam safety surveillance monitoring program, including detailed gate inspections, surveys, and performance monitoring data review.
  • Processes and Procedures: Implement inspection, maintenance, and testing processes for flow control equipment.
  • Operational Support: Assist Operations staff in safe operational practices and inflow/outflow forecasting.
  • Incident Response: Respond to dam incidents to prevent or mitigate loss of life or property.
  • Maintenance Solutions: Identify and evaluate solutions to maintenance deficiencies in collaboration with the Operations Team.
  • Collaboration: Work with DSEs, consultants, regulatory representatives, and auditors to ensure high-quality, timely dam safety analyses and reports.
  • Project Execution: Lead projects to ensure timely completion and compliance with dam safety practices.
  • Training Programs: Participate in the development and implementation of company-wide dam safety training programs.
  • Information Management: Ensure maintenance and completeness of dam safety files and documentation, including those for newly acquired projects.
  • Continuous Improvement: Drive continuous improvement of the Dam and Public Safety Program.
Preferred Skills
  • Knowledge of FERC and state dam safety regulations.
  • Understanding of structural, geotechnical, hydrologic, and hydraulic engineering.
  • Familiarity with dam instrumentation such as piezometers and inclinometers.
  • Ability to independently prioritize work and manage competing deadlines.
  • Strong problem-solving skills and innovation track record.
  • Excellent written and oral communication skills.
  • Self-motivated with a drive to succeed.
Qualifications/Requirements
  • BS in Civil Engineering
  • PE license with a minimum of 10 years of experience
  • Willingness to travel up to 30%
  • Physical ability to climb/traverse dam slopes and enter confined spaces for inspections
