UTHealth Houston Careers is Hiring a Project Manager in Enterprise Clinical Information Technology Near Houston, TX

Position Summary:

UTHealth Houston is looking for a Project Manager to work in our Enterprise Information Technology area. This employee manages one or more small to large project teams responsible for one or more Information technology (IT) projects that span one to many organizational boundaries. Responsible for initiating, planning, executing, controlling and closing multiple medium and/or large IT projects that address the operational needs of multiple departments in order to deliver specified requirements, meet customer satisfaction, on time, within budget, and with quality results. Ensures appropriate management, customer, and supplier involvement throughout the life of the project. Provides supervision and mentorship to project team members. Administratively responsible to their director and is accountable to the project sponsor and project steering team for completing the project on schedule, within budget, and the agreed upon scope and quality. Manages the resources, human or otherwise, necessary to accomplish the approved IT project strategy on behalf of the project sponsor and customer. This includes initiating, planning, executing, controlling and closing the project, to deliver solutions on schedule, within budget and with quality results that address the business and/or operational needs of the departments. Communicates directly with the IT analysts and management and ensures that all key decisions are implemented across application(s). Responsible for coordinating and communicating with the end users and representatives from all areas of UTHealth related to their projects. The primary focus will be to manage all aspects of QA Testing for the Epic EHR and related integration with regards to 3rd party applications, outside organizations, and upgrades/enhancements to the Epic EHR and related products.

Position Key Accountabilities:

QA and Testing Coordination - Implementation/Optimization/Project Management1. Manages and directs small to large projects, of varying size and complexity.2. Ensures, in alignment with the Area IS Steering Team strategy, the goals of the project are properly defined and agreed to by the project sponsor, the project steering committee (if applicable) and/or the stakeholders.3. Identifies key stakeholders, engages the project sponsor and stakeholders in project activities.4. Translates generalized customer business goals and objectives into concrete strategy and tactical plans.5. Understanding both the clinical and business workflows to achieve strategic outcomes for the implementation6. Coordinates, with the project team, the identification of all deliverables, sequence of all activities and tasks necessary to complete the deliverable, the effort required to complete each task, assignment of deliverables to an owner, and cost of the analysis and planning phase of the project. Incorporates the deliverables in a work breakdown structure. Documents the budget using the project cost worksheet and the schedule using MS Project.7. Assigns tasks to team members and monitors tasks to completion. Effectively coordinates the activities of the team to meet project milestones. Provides feedback to team and/or individuals about their performance within the team. Provides input and feedback on team members' contributions and performance to the team members' administrative managers8. Initiates actions to keep project on schedule within budget with agreed upon scope. Monitors project activities and tasks to ensure completion as scheduled meeting quality needs of the sponsor and customer. Input to project plan throughout the course of the implementation to ensure major milestones are met and appropriate project tracking is accurate.9. Accountable for risk mitigation planning.10. Prepares details of specifications as needed. Ensures project documentation is completed and maintained as the project changes or refines over time.11. Establishes and manages project expectations of all project stakeholders including sponsor, steering team, customers, users, and project team. Manages internal conflict as well as negotiates with stakeholders and vendors.12. Acts as the communication liaison between the project team and the customer/vendor/etc.13. Provides support to Clinical Technology Leadership, Office of the CMIO, Other IT Leaders as well as the CIO in management of enterprise project portfolio and the deployment of added services, solutions, and technologies to ensure department objectives are met.

Investigates the preferred choices of the users.7. Creates and documents policies and procedures.8. Troubleshoots problems or questions from users.9. Prioritizes and implements changes requested for the system.10. Collects information regarding potential system enhancement needs.11. Analyzes new functionality in new releases to determine whether or how it should be used.12. Performs other duties as assigned.

Certification/Skills:

Demonstrated ability to work collaboratively in a diverse and complex enterprise clinical IT environments. Knowledge and implementation experience managing EPIC Projects or other integrated EMR systems. Exceptional interpersonal skills, oral and written communication skills and technical skills. Experience managing medium to large teams as well as direct reports in previous roles. Demonstrated skills managing project portfolio intake, prioritization, funding, oversight, and overall portfolio management skills.

Certified Associate in Project Management (CAPM), Project Management Professional (PMP) from Project Management Institute (PMI), or other Professional Project Management Certification (Agile, SIX Sigma, etc.) or other management disciplines is preferred.

Minimum Education:

Bachelor's degree in Computer Science, Business, or related discipline or related experience in lieu of education.

Minimum Experience:

Eight (8) years of directly related experience, increasing responsibility, including 3 years supervision of IT staff required. Academic/university experience or medical/health related experience preferred. Related experience must reflect a record of achievement in the implementation and management of projects related to clinical technology such as electronic medical records, and billing systems in a multi-institution healthcare setting.

Physical Requirements:

Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or up to a negligible amount constantly to move objects.

This job class may contain positions that are security sensitive and thereby subject to the provisions of Texas Education Code § 51.215

Residency Requirement:

Employees must permanently reside and work in the State of Texas.
