Job Description

The Office of Data Privacy is seeking a highly motivated and experienced individual to serve as the Data Privacy Training Coordinator.

This role will be responsible for developing and implementing a comprehensive statewide education and training program aimed at enhancing awareness and understanding of governmental entity records management and data privacy obligations and best practices.

The successful candidate will work closely with the state archivist, Chief Privacy Officer, Chief Information Security Officer and other stakeholders to ensure alignment with existing training frameworks, regulatory requirements and lifecycle processes and procedures.

The Office of Data Privacy serves as a resource to governmental entities and the public by working to ensure that personal data controllers and processors meet their privacy obligations so as to maintain public trust in governmental entities.

This position is currently a hybrid of both in-office (required minimum days in office) and telework days. The office is located at the Taylorsville State Office Building 4315 S 2700 West, Taylorsville, Utah.

Please note, a position's eligibility for telework is established by agency management and is subject to change at their discretion at any time and for any reason.

Example of Duties

Own the general awareness privacy education program, overseeing its development, implementation, and management to ensure accessibility and effectiveness for all public entities in Utah.

Collaborate with subject matter experts and stakeholders to develop engaging and informative training materials, including presentations, videos, and written resources, that effectively communicate key data privacy concepts and obligations.

Establish processes for public entities to access and utilize the training program, providing guidance and support as needed to ensure successful implementation.

Monitor participation and engagement metrics to assess the effectiveness of the training program, identifying areas for improvement and implementing strategies to enhance its impact.

Serve as a point of contact for public entities seeking assistance or guidance related to the general awareness training program, providing timely and accurate information and support.

Regularly update and refine the training materials to reflect changes in privacy regulations, emerging threats, and best practices, ensuring that the program remains current and relevant.

Collaborate with the state archivist to integrate data privacy training into existing training initiatives outlined in Section 63A-12-110.

Design training modules to cover data privacy best practices, obligations, and responsibilities, emphasizing the importance of privacy, records management, and security.

Identify and address high-risk processing activities, providing specialized training to governmental entities as resources permit.

Serve as a resource to governmental entities and the public, offering guidance and support to ensure compliance with privacy regulations and the maintenance of public trust.

Stay abreast of emerging trends and developments in data privacy legislation and technology to continually refine and enhance the training program.

Collaborate with internal and external stakeholders to promote awareness and understanding of data privacy issues and foster a culture of privacy within governmental entities.

Conduct in-person training sessions across the entire state of Utah, delivering comprehensive instruction on data privacy and data lifecycle best practices, obligations, and responsibilities to employees of governmental entities.

Tailor training sessions to meet the specific needs and concerns of different governmental entities, ensuring relevance and engagement.

Travel to various locations throughout the state to deliver training sessions, accommodating diverse schedules and logistical constraints.

Provide hands-on guidance and support to attendees, addressing questions and clarifying concepts to enhance understanding and retention.

Collect feedback from training participants to continually assess and improve the effectiveness of the training program.

Maintain accurate records of training sessions delivered and participants trained for reporting and evaluation purposes.

Typical Qualifications

Minimum of 5 years of experience in data privacy, records management, or a related field, with a demonstrated understanding of privacy regulations and best practices.

Proven experience developing and delivering training programs, with strong instructional design skills and the ability to communicate complex concepts effectively.

Expertise in creating SCORM compliant training modules.

Proven experience with Articulate or Adobe Captivate.

Familiarity with state and federal privacy laws and regulations, including but not limited to GDPR, CCPA, and HIPAA.

Excellent analytical and problem-solving skills, with the ability to assess risks and develop strategies to mitigate them.

Strong interpersonal and communication skills, with the ability to build relationships and collaborate effectively with diverse stakeholders.

Highly organized and detail-oriented, with the ability to manage multiple priorities and deadlines effectively.

Certified Information Privacy Professional (CIPP) or Manager (CIPM) certification preferred.

Utah Division of Archives and Records Services Records Management certification required.

  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending;

carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
