USmax Corporation is Hiring a Program Analyst I (Journeyman) Near Ronald, WA

USmax is seeking a Program Analyst I to support USAID’s Bureau for Inclusive Growth, Partnerships, and Innovation (IPI), in the Front Office, supporting IPI executive leadership including the Assistant Administrator, who oversees the Bureau.

The Program Analyst I will provide assistance in the areas of research, analysis, reporting, programming, policy, planning, and/or internal administrative program operations. Additionally, the Program Analyst I will serve as a point of contact for internal and external stakeholders, resolving inquiries and coordinating with others where appropriate, and supporting various components of administrative programs and teams which may involve the selection process, grant management, M&E, and engagement.

Duties and Responsibilities:

  • Conducts detailed analyses of complex functions and work processes of broad administrative policies, processes, procedures, and programs and makes recommendations for improvement in the effectiveness and efficiency of work operations.
  • Develops new methods, organizational structures, and management processes for consideration.
  • Counsels and advises staff on methods and procedures, management, reports, and control techniques.
  • Liaise with other offices and teams within IPI, USAID missions, functional bureaus, and independent offices and develop a working knowledge of USAID policies and guidelines.
  • Provides guidance and assists with the preparation of various administrative and program documents and correspondence such as memos and waivers, amendments, project authorization documents, Congressional Notifications, Technical Notifications, and requests, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards.
  • Prepares budgets and financial tracking sheets as needed to support the team.
  • Researches, plans, analyzes, and organizes technical and/or statistical information and develops data for use in briefings, publications, and reports.
  • Prepares Communications such as cables, memoranda, and letters that seek approval or request information relative to Bureau matters.
  • Collects and compiles data for use in regular and ad hoc reporting.
  • Collects and makes arrangements for distribution of material to the USAID missions, USAID/W offices, host country institutions, and cooperating agencies.
  • Provides technical assistance as requested or assigned.
  • Supports the division’s Mission and Bureau outreach and relationship management.
  • Supports the division’s internal and external communication activities.
  • Maintains/or provides assistance with administrative and financial tracking systems, and assists in the design and maintenance of spreadsheets and databases to support these systems; and
  • Performs other duties as assigned.

Required Qualifications:

  • Experience implementing, supporting, or measuring programs in developing countries.
  • Experience planning and implementing events and/or convenings is strongly preferred, facilitation experience a plus.
  • Track record of solving problems by identifying areas for improvement, iterating, and delivering results.
  • Track record of building trusted relationships with colleagues and partners.
  • Candidates must have an active Secret clearance to be considered.
  • This position may require international and/or domestic travel.
  • This position is telework eligible, however, the position requires at least 3 days per week on-site at the Ronald Reagan Building in Washington DC.
