Multifamily Facilities Operations Manager - Roseville, CA

Reports to: President, Property Management Inc.

Direct Reports: None

Job Classification: Regular, Full Time, Exempt

Compensation : Depending on experience, starting at $100,000/annually 

JOB DUTIES AND RESPONSIBILITIES:

In collaboration with the Property Management and Asset Preservation team, this role is responsible for risk assessment, claim reviews, preventative maintenance programs, maintenance training, review and communicating state-required regulations, managing, and coordinating the activities of the safety and environmental programs at all apartment communities according to the standards and expectations consistent with USA Properties Fund and USA Multifamily Management.

  • Analyze risk and develop solutions for site management and job functions.
  • Develop an understanding of state, federal, and local standards of compliance as well as how to interpret compliance codes. 
  • Develop claims cost and containment strategies.
  • Observes current safety procedures and reports on potentially unsafe conditions. Must be able to determine why accidents occur and recommend corrective measures and procedure changes to implement.
  • Strong interpersonal skills- Focus on problem resolution, recommending solutions, while maintaining confidentiality.
  • Ability to work on concurrent projects while meeting deadlines. Project Management experience is required.
  • Work as a liaison between Property Management and Construction departments with post-construction defects or concerns. 
  • Maintains safety and environmental policies and regulations at USA managed communities, including training staff to perform duties safely. 
  • Ability to read and interpret geotechnical, environmental, and other associated consultant reports.
  • Reviews the inspections of USA managed communities and equipment to meet and set standards in preventive maintenance.
  • Support Asset Preservation when the resolution of emergency maintenance issues arises.
  • This role will contribute to delivering strategic and operational objectives by reducing costs and improving productivity. 
  • When needed develop documents, contracts, and change orders to initiate projects and ensure their successful execution.
  • Negotiates and manages vendor, supplier, contractor, and consultant contracts for services and reviews contract plans and specifications for compliance with appropriate building codes and project requirements. 
  • Prepare and report monthly on projects and support annual budgeting. 

REQUIRED QUALIFICATIONS, SKILLS, KNOWLEDGE, AND ABILITIES:

·Bachelor's degree preferred or job experience may substitute for a degree.

  • A minimum of 3-5 years’ Risk or Safety management experience or equivalent business experience required.
  • A minimum of 2 years of environmental and project management experience is required.
  • Certified Associate Safety Professional (ASP) or Occupational Hygiene and Safety Technician (OHST) or Safety Management Specialist (SMS) preferred.
  • Possess strong corporate and field operations leadership—effectively delivering corporate goals and initiatives across the entire department, providing support, and utilizing effective communication.
  • Ability to read and interpret documents such as blueprints, soil reports, environmental reports, municipal records, operating and procedural manuals, and safety documents.
  • Ability to write routine reports and correspondence. Ability to interact/communicate professionally and respectfully with Vendors, Affiliates, Stakeholders, Corporate Shareholders, and Company Employees.
  • Knowledge and understanding of all applicable practices/techniques, laws, and environmental regulations, including certifications for asbestos, lead paint, and other environmental health accreditations deemed necessary.
  • Experience and competence using Yardi Voyager program for generating reports and creating maintenance-related documents, proficiency with Microsoft Office Programs, basic accounting, and financial principles of real estate management, read and understanding property management budgets and financial statements.
  • Working knowledge of project management/construction management and scheduling principles, tenant-landlord laws, competence in Fair Housing concepts and laws, and time management.
  • Ability to complete projects on time and as specified within the framework of each project.
  • Ability to analyze and deliver recommendations for improvement.
  • Ability to apply principles of logical thinking to a variety of practical situations and accurately follow standardized procedures that may occasionally call for minor deviations.
  • Travel up to 50% of the time. Our office is in Roseville, CA however we have property locations throughout Northern and Southern California as well as Nevada and Oregon.

The employee is regularly required to use hand to finger, handle, or feel; talk or hear; and the employee will regularly experience wrist motion.

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by the position include close vision, distance vision, color vision, peripheral vision, and ability to adjust focus.
