US Western Area Power Administration is Hiring a Natural Resources Specialist Near Phoenix, AZ

Duties

As a Natural Resources Specialist you will:

  • Be responsible for carrying out environmental planning for the Desert Southwest Region (DSW) by supplying expert advice to management on environmental quality, preservation, and enhancement activities. This includes preparing environmental assessments, analyses, and other documentation to implement the National Environmental Policy Act (NEPA) of 1969.
  • You will oversee DSW programs to ensure compliance with all other applicable environmental planning and protection laws and regulations, Department of Energy regulations, orders and policies, and Western Area Power Administration policies and directives.
  • The position requires effective coordination with State, local, Tribal, and other Federal government agencies, private industry, contractors, and the public to ensure compliance with environmental standards and requirements.

  • Must be a U.S. Citizen or National.

  • May be required to successfully complete a probationary period.
  • Must be able to obtain and maintain the required WAPA certification to serve as a Contracting Officer Representative (COR) or Contracting Officer Technical Representative (COTR).
  • This position requires the ability to operate a Government vehicle. The incumbent must be at least 18 years of age, able to obtain and maintain Defensive Drivers certification and have a valid state driver's license. Defensive Driver's Training will be completed upon employment.

Qualifications

BASIC REQUIREMENTS:

A. Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
-OR-
B. A combination of education and experience that includes courses equivalent to a major in the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, PLUS appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate possession of the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.
SPECIALIZED EXPERIENCE REQUIREMENTS: One year of experience at the next lower grade level (GS-11) with:
  • Experience in conducting environmental/biological analyses; working with the US Fish and Wildlife in fulfilling Section 7 of the Endangered Species Act and other related natural resources protection legislation.
  • Experience in the identification of impacts on plant and wildlife resources and providing suggestions for avoidance and/or mitigation; and
  • Conducted portions of meetings and presentations with other scientists as the NEPA lead in other Federal, state, and local agencies, as well as the public.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is announced under a government-wide Direct-Hire Authority (DHA) for Natural Resource Specialist positions in the 0410 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration. Veteran's Preference, category rating, and traditional rating and ranking of applicants does not apply under the DHA process.

Appointments made under the DHA are processed as "new" appointments. Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b).
