Major duties and responsibilities include: Supervises a group of employees performing work at the GS-7 through GS-13. Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. Provides administrative and technical supervision necessary for accomplishing the work of the team. Distributes workload within the team and ensures the work assignments of employees in the team are carried out. Reviews the work of team members at various stages of completion, to assure compliance with Federal and VA Acquisition Regulations, Veterans Administration (VA)/Veterans Health Administration (VHA) Policies, VA/VHA Directives, VA/VHA Information Letters, VA/VHA Handbooks, and Network Contracting Office (NCO) standard operating procedures (SOP)s. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides direction to the team in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods. Trains subordinates in methods and techniques of performing contract actions and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks. Incumbent shall be Level II FAC-C certified or equivalent. Incumbent must meet all eligibility requirements to receive and maintain a Level III FAC-C certification within 12 months of assignment. Serve as a member of acquisition planning teams. Conducts public bid openings, reviews bids, and determines responsiveness and responsibility of low bidder in accordance with applicable regulatory requirements when using sealed bidding. Serves as contract administrator on awarded contracts. Conducts post-award conferences with Contractor and Government personnel. Performs other duties as assigned.

Physical Requirements: The work is sedentary in nature. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments. However, it may require some traveling and visits to Government and/or contractor's facilities and other contract-related performance sites.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
