General

  • Accurately interpret, keys, fills, prepares prescriptions with appropriate medications and or medical supplies for pharmacist verification.

  • Assures drugs and supplies are appropriately stored and secured according to USP and VA guidelines (eg. high-risk, look a-like sound a- like, hazardous, controlled substances, corrosive chemical, flammable liquids, refrigerated items)

  • Receives, checks, rotates, places in stock all items received from pharmacy procurement section, identifies and reconciles any discrepancies to assure correct items have been received.

  • Utilizes automation dispensing equipment following all safety and QA procedures. Reports automation malfunctions timely to the supervisor.

  • Perform monthly inspections to assigned areas to ensure proper storage of medications and soon to expired drugs are removed. Completes inspection reports in compliance with regulatory requirements.

Controlled Substances Activities

These functions will be supported in the absence of the sufficient pharmacist staff (eg. after hours, weekends, and leave).

  • Accurately interpret, fills, readies prescriptions with appropriate medications for pharmacist verification

  • Documents all controlled substance related transactions as indicated by VA and DEA guidelines.

  • Reports unresolvable discrepancies to immediate supervisor for resolution. Assists in investigating and resolving discrepancies.

  • Complies with all laws, regulations, directives, policies, procedures for dispensing, storage, transfer, inventory, accountability of controlled substances.

Unit Dose Medication Management

  • Operates and maintains automated dispensing unit dose systems.
  • Assures repackaged dosage forms are labeled according to USP and VA standards and attain a final review by a pharmacist.

  • Trouble-shoots minor mechanical problems of automated systems, coordinates resolution of more involved mechanical or software problems with Supervisor, vendor help desk, or ADPAC.

Automatic Replenishment/Automated Dispensing Cabinets (ADC)

  • Follows established policies, procedures, schedules, inventory levels, usage rate reports to determine appropriate stock levels.

  • Performs and documents inspection of assigned areas for medication storage. Removes expired and deteriorated drugs from automated dispensing stations, stocks shelves, unit dose automated dispensing systems.

Outpatient Pharmacy Activities

  • Assembles prescriptions properly and accurately (drug, strength, quantity, auxiliary labels, labels) for window dispensing and mail delivery.

  • Assures correct medication is filled by using barcode scanning on stock bottles and prescription labels.

  • Supports automation by manually completing prescriptions not processed through the automation dispensing machine.

  • Fills all prescriptions timely.

2. Window Pick-Up

  • Verifies patient identification following Medical Center policies (eg. two patient identifiers)

  • Verifies patient receives correct prescriptions using VA software (eg. VISTA and Automation Robot barcode scanning)

3. Mail Packaging

  • Utilizes appropriate mail shipping programs (eg. USPS, FedEx, UPS, etc.) for overnight delivery of non-controlled and controlled prescriptions.

  • Packages prescriptions appropriately to ensure no damage in transit (eg. bubble wrap, ice blocks, etc.)

Work Schedule: Rotating Shifts: 7:00am-3:30pm, 8:00am - 4:30pm, 9:00am - 5:30pm
Pay: Competitive salary and regular salary increases
When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

  • English Language Proficiency. Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part

  • Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:

    • Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR

    • National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT).

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:

GS-7 Experience - Candidates must possess one year of experience equivalent to the next lower grade level (GS-6) and demonstrate the KSAs below.

GS-7 KSAs - You must meet the following Knowledge, Skills, and or Abilities.

(a) Knowledge of pharmacy technician principles, practices, concepts and theories providing for sound independent work.

(b) Knowledge of the computerized prescription process and input of prescriptions and medication orders or electronic equivalent.

(c) Ability to resolve pharmacy/medication issues with other members of the healthcare team, Veterans and external customers.

(d) Ability to train developmental pharmacy technicians and students.

(e) Ability to dispense medication or sterile products following all regulations, policies and procedures to ensure safe medication distribution.

(f) Ability to troubleshoot automated dispensing equipment (ADE) or technology platforms/databases.

Creditable Experience - To be creditable, a candidate must possess the required knowledge, skills and abilities (KSAs) associated with the scope of pharmacy technician practice. The candidate's experience must be evidenced by active professional practice. (Active professional practice means paid/non-paid employment as a professional pharmacy technician.)

For reference, GS-6 Assignment: Pharmacy technicians at the full performance level may fill orders, dispense/deliver medications using automated systems or provide technical customer service to Veterans related to prescription needs. Duties will include delivery of medications to floors/patients, filling medications for the pharmacist to review, checking for expired medications, answering phones with appropriate disposition, preparing sterile products (when applicable) and assisting with basic inventory management such as putting up stock and identifying when medications need to be ordered.

Preferred Experience:
  • Experience to receive, read, sort, and interpret prescriptions and determine kind, strength, and dosage of drugs to be dispensed. Can correlate instructions on the prescription with Pharmacy Policy. Experience to generate labels and process prescriptions by obtaining correct stock, counting, or measuring correct amount of medication

  • Comprehensive knowledge of pharmacy automation and computer systems and ability to successfully operate and maintain pharmacy equipment. - normal to the operation (general office equipment, packaging, and mail processing equipment, pharmaceutical: electronic counters, scales, repackaging machines, and maintain work in a clean, neat orderly manner

  • Ability to communicate orally and in writing to offer non-clinical information to clinical staff and patients in a friendly and courteous manner

  • Possess clerical skills required for automatic data processing (ADP) prescription information entry, collating prescriptions or refill documents with ADP labels generated, record storage and retrieval

  • Must demonstrate ability to adjust to change or work pressure in a pleasant manner; handle differences of opinion in a businesslike fashion; follow instructions conscientiously; and function as a team member, helping the group effort where possible
