US Veterans Health Administration is Hiring a Pharmacy Technician (Controlled Substance) Near Chesapeake, VA

The North Battlefield VA Outpatient Clinic (NBVAOPC) is scheduled to open in November of 2024. Those hired for these positions will be required to work at the VA Medical Center or one of the other CBOCs (management determination based on need) until the NBVAOPC opens.
Major duties include but are not limited to:

  • Routinely performs inspections of assigned areas, checking for outdates, over or under stocked items, condition of products, maintaining all pharmacy areas and equipment in a clean, neat, and organized fashion.
  • Actively participate in stock management activities including but not limited to inventories, stock rotation, proper storage, maintenance of stock storage, maintenance of stock storage areas, processing of return goods, etc.
  • Maintains quality control records for extemporaneously compounded products and pre-pack items.
  • Correctly processes and labels drugs, pre-pack items, bulk supplies, etc. Properly operates all equipment in the assigned area(s) in an efficient manner.
  • Functions as first-line telephone contact for patients, providers and/or the public. Addresses telephone requests in a timely and courteous fashion, processing, for example, refill request, etc. Forwards calls beyond the technician's scope to a pharmacist or supervisor.
  • Properly processes, fills and package outpatient prescriptions for window and mail efficiently to achieve a thirty-minute window waiting time and two-day mail turnaround time.
  • Dispenses medications at the outpatient window after using two methods of verifying identity of the patient/caregiver, providing special assistance to those with increased need.
  • Prepares and fills orders/prescriptions for controlled substances for final pharmacist verification in outpatient settings and for restocking of automated dispensing cabinets in clinic and inpatient areas of use.
  • Regularly complies with agency, federal or other pertinent regulations, policies and procedures as related to controlled substances.
  • Performs controlled substance inventories in all controlled substance vaults in pharmacy in accordance with VA policies and frequencies
  • Maintains stock levels of all items necessary to ensure efficient drug distribution, maximizing inventory turns and minimizing on hand stock (just-in-time inventory) to ensure efficient utilization of resources. Perform various functions associated with procurement inventory of drugs solutions, supplies, disposables, and equipment.
  • Interacts with a wide variety of staff and demonstrates sensitivity to and an understanding of their needs by taking ownership of the problem and adopting the customer's needs as their own.
  • Performs other duties as assigned to meet the clinical needs of the facility.
Work Schedule: Work hours vary depending on the needs of the service.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
  • Education or Experience. (1) None required. (2) For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.
  • Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT).
Grade Determination. In addition to the basic requirements, the following criteria must be met when determining the grade of candidates.
(1) Experience. Candidates must possess one year of experience equivalent to the next lower grade level (GS-06).
(2) Certification. For the Pharmacy Technician, GS-07, the employee must pass a national certification exam and hold an active national certification through either: (a) Pharmacy Technician Certification Board (PTCB) as a Certified Pharmacy Technician (CPhT), OR (b) National Healthcareer Association (NHA) as a Certified Pharmacy Technician (ExCPT).
(3) Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  • Knowledge of pharmacy technician principles, practices, concepts and theories providing for sound independent work.
  • Knowledge of the computerized prescription process and input of prescriptions and medication orders or electronic equivalent.
  • Ability to resolve pharmacy/medication issues with other members of the healthcare team, Veterans and external customers.
  • Ability to train developmental pharmacy technicians and students.
  • Ability to dispense medication or sterile products following all regulations, policies and procedures to ensure safe medication distribution.
  • Ability to troubleshoot automated dispensing equipment (ADE) or technology platforms/databases.
Preferred Experience: Experience with DEA regulations surrounding controlled substances.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

The full performance level of this vacancy is GS-07.
Physical Requirements: Light lifting, 15-25 pounds with occasional heavier lifting. Light carrying, 15-25 pounds with occasional heavier carrying. Straight pulling (up to 2 hours). Pushing (up to 2 hours). Reaching above shoulder. Use of fingers. Repeated bending. Walking (up to 8 hours). Standing (up to 8 hours). Ability to wear Personal Protective Equipment (PPE) as needed.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
