Duties

Major Duties include:

  • Monitors construction projects for the quality of materials and work performed by contractors and ensures that the contractor follows the drawings and specifications.
  • Reviews progress charts, time extensions, change orders, progress payments, weekly payrolls, and cost schedules under a project managers supervision.
  • Prepares and maintains log of daily activities of the contractors.
  • Coordinates utility shut downs between contractor and VANCHCS to ensure the continuity of clinical operations.
  • Assists the project manager in the preparation of completed drawings and specifications to the contracting officer for the preparation of bids.
  • Assists the project manager in the design and preparation of detailed drawings and specifications for approved non-recurring maintenance and station-level construction projects. Also, the replacement or addition of buildings, building equipment, utility systems, operating equipment and minor improvements.
  • Prepares detailed drawings which, because of the breadth of projects, incorporate features and principals of architectural, electrical, civil and mechanical engineering. Develops and prepares assembly, detail and sectional isometric views of a variety of items such as steam and refrigeration layouts electrical schematics architectural layouts, building cross sections layouts of roads and grounds, etc.
  • Prepares detailed cost estimates and drawings for the annual non-recurring maintenance and repair projects.
  • In preparing designs drawings and specifications, takes in to consideration such factors as trade practices, types of materials available, new materials being marketed, cost limitations, and special features of the area that must be incorporated (e.g., special environmental features such as strictly controlled temperatures and humidity, accommodations for handicapped patients, special ventilating equipment which must be built in, feasibility of maintaining sterile or aseptic conditions, etc.).
  • After award of contract to outside contractors, reviews contractor's equipment and material submittals and drawings to determine if same meet required government specifications.
  • Maintains central files of all VANCHCS drawings; modifies drawings to keep them current.

Physical Requirements: Physical demands are significant; the incumbent must be able to climb, push, balance, stoop, crouch, crawl and reach during normal project inspection procedures. The incumbent primarily works in an office-like environment; however, there is a regular recurring exposure to moderate discomforts and unpleasantness, such as high levels of noise, dusty and dirty conditions during demolition work, and high temperatures (e.g., work located in steam plant areas or near steam lines, and adverse weather conditions at project sites).

Individual Occupational Requirements: The 0809 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM).
Examples of qualifying specialized experience include:
  • Engineering aid or technician or surveying technician performing work directly related to construction.
  • Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements.
  • Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.
In addition to meeting the IOR listed above, an applicant must also meet the minimum qualifications listed below:
GS-7 Minimum Qualifications: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: non-professional engineering work in order to design, prepare cost estimates, develop specifications, prepare drawings, and inspect various types of construction projects.

Applicants may substitute education for the experience required for the GS-07 level. Must successfully completed one full year of graduate education where it is directly related to the work of the position. (Education directly related to the position would be education (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics.) Copy of transcripts required.

Applicants may also combine education and experience to qualify at the GS-07 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
