Duties

The United States Space Force (USSF) Space Systems Command (SSC) at Kirtland Air Force Base is searching for a Supervisory Financial Management Analyst (NH-0501-04).
*** Salary Range with Locality pay for Albuquerque, NM: $123,485-$188,821. Actual pay setting with locality will depend on place of residence for remote work. ***
Description:
The Innovation and Prototyping Acquisition Delta, Chief Financial Officer (CFO) at Space Systems Command (SSC) entails overseeing all financial aspects related to the Delta's operations and mission execution. This includes managing appropriated budgets, financial planning, forecasting, and ensuring compliance with fiscal law. Additionally, the CFO plays a crucial role in strategic financial decision making, resources allocation and financial risk mitigation to support the delta. This position is very important and requires a deep understanding of both financial management and the unique challenges and opportunities within the space industry.
The ideal candidate will need to have expert knowledge of SSC's financial systems and the PPBE process. This individual will need to understand and execute all facets of the financial process to include cost analysis and financial management. They will also need to have an extensive background crafting the financial J-books and have expert CCaR administrative knowledge. Level III FM certification is preferred and experience overrides education.
Key Skills and Abilities:
1. In-depth knowledge of Congress and Public Affairs.
2. In-depth knowledge of program planning, budget and financial management cycles and policies.
3. Ability to gather, analyze, and present complex facts and develop programming and budgetary strategies.
4. Ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of programming, budgetary, financial and management issues.
5. Ability to negotiate resolution of complex budget and financial execution issues.
6. Ability to interpret and apply fiscal policy and financial rules, regulations, and procedures.
7. Ability to executive complex projects and/or studies within established time constraints.
8. Ability to communicate effectively orally and in writing.
9. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including field-level representatives.
10. Ability to advise senior leaders, Program Element Monitors and field-level representatives.

  • U.S. Citizenship Required
  • This position is eligible for remote work or on-site and eligible for telework, 4-6 days per pay period.
  • PCS and relocation funding are available.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
  • Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
