Duties

The United States Space Force (USSF) Space Operations Command (SpOC) at Peterson Space Force Base is searching for a Command Manpower Personnel Appropriations Manager (NH-0301-03).
Description:
This position manages day-to-day operations spanning all aspects of the Manpower Personnel Appropriations program, guaranteeing compliance with National Defense Authorization Acts and regulatory directives. Guarantees program conformity by interpreting and complying with Budget Execution Laws, congressionally mandated medical continuation directives, sanctuary entitlements, per diem limits, and end-strength thresholds applicable to Air Reserve Component personnel participating in active-duty missions. Provides guidance and assistance to Air and Space Force higher Headquarters, Major and Field Commands, Directorates, Deltas, Organizations, and various Air National Guard and Air Force Reserve Unit coordinators across a wide range of mission environments.
Serves as the Contingency Functional Area Manager; cultivates and maintains productive relationships with Air and Space Force Higher Headquarters, its Directorates, and Expeditionary Cells, and staff to facilitate the integration and development of forces and plans, focusing on mobility, deployment, readiness, and employment matters. Engages in long-term planning to ensure USSF's capability to execute emergency, contingency, humanitarian, peacekeeping, and wartime missions effectively. Provides clear guidance and explanations of Wartime Program policies to all levels of other organizations, Combatant Commands, Warfighting NAFs, and subordinate units.
Ideal Candidate:
  • Military and Civilian Human Resources/Personnel background with knowledge of the policies, practices, regulations and laws pertaining to Manpower Personnel Appropriations for Guard and Reserve, Personnel Readiness and Air Force Personnel Assessment and Accounting Systems Program Management.
  • Extensive use of Microsoft Office Suite, Oracle Based Applications, Military Personnel Data Systems and Human Resource applications.
  • Customer service experience, attention to detail with the ability to find and process solutions in efficient and effective ways.
  • Collaborative team player working in a dynamic and diverse office environment.
  • Ability to obtain and maintain a Top Secret with SCI clearance.
Key Skills and Abilities:
1. Knowledge of the pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources, e.g., personnel, funds, and equipment.
2. Knowledge and skill in applying a wide range of concepts, principles, and practices relating to military personnel management, financial management, and management information systems.
3. Knowledge of Planning, Programming, Budgeting, Execution (PPBE) process, the USSF Corporate Structure process, POM deliverables and the principles, functions and processes of management.
4. Knowledge of the Military Personnel Appropriation (MPA) Man-Day program.
5. Knowledge of Joint and USAF contingency and war mobilization plan requirements to include a working knowledge of Air Force deliberate and crisis action planning processes to include AF Air Expeditionary Forces, UTC and force structure wartime requirements.
6. Skill in designing, conducting, and interpreting comprehensive studies and developing solutions to broad command operational and contingency areas.
7. Ability to plan and organize studies and reviews and prepare solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.

  • This position is on-site and eligible for telework, 2-4 days per period.
  • Must be a U.S. citizen.
  • Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
  • May be required travel away from the normal duty station on military or commercial aircraft.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.
  • It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • PCS and relocation funding are not available.
