US SENATE is Hiring a Deputy Postmaster #343 Near Washington, DC

Duties

Provides leadership and guidance to Senate Post Office programs including Passport Services, Retail Services, Mail and Packages, and Senate Mail Facility and screening. Plans, organizes, directs, assigns, and evaluates the work of technical, professional, and managerial staff, including patronage staff, who provide a wide variety of postal services. Develops and directs product development efforts for existing and new services and products and market offerings. Participates in short and long-term planning efforts and provides strategic advice to leadership and subordinate managers. Coordinates with the Senate Postmaster to ensure policies and procedures are planned and developed to provide timely and high-quality support to stakeholders. Coordinates with the Senate Postmaster on budget and expenditures; monitors vendor/contractor work. Other duties, as assigned.

  • Develops relationships with subordinate employees, Senate staff and senior leaders from partner agencies to ensure the SAA organization delivers first-class service to the Senate community.
  • Serves as Director in his/her/their absence.
  • Continuity of government and emergency management responsibilities.

Required Work Experience

  • Five (5) to eight (8) years of progressively responsible professional and supervisory experience with at least four (4) to six (6) years of experience in postal operations.

Required Special Skills/ Knowledge

  • Knowledge of, or ability to learn, departmental rules, regulations, procedures, and functions, including policies and regulations set by the Senate Rules Committee and the Senate Committee on Ethics.
  • Knowledge of equipment, computers and relevant software/Web applications, and spreadsheets and databases.
  • Knowledge of all aspects of postal operations, including USPS regulation and other laws and regulation governing the operation of the Senate Post Office.
  • Ability to identify suspicious mail characteristics and hazardous materials, and manage testing of all mail, prior to delivery for hazardous substances.
  • Ability to manage an effective mail security screening operation.
  • Ability to plan, direct and manage, and supervise programs and activities of multiple divisions.
  • Ability to organize and coordinate resources to achieve program goals and objectives.
  • Ability to analyze complex issues and make recommendations for action.
  • Ability to plan and review department operations and review the work of managerial personnel.
  • Ability to set goals, plan, formulate and monitor budgets.
  • Ability to define strategic plans and objectives.
  • Ability to conduct clear and concise executive briefings.
  • Ability to establish and maintain effective working relationships with Senate office and committee staffs, the public, and SAA directors, managers, supervisors, and subordinates.
  • Ability to communicate effectively.

Working Conditions

  • Work is primarily performed in an office environment, and is essentially sedentary with occasional walking.
  • Work is performed according to the Senate Mail Services Guide, rules of the Senate and SAA, and U.S. Postal Services Guide.
  • Safely carry items under 25 pounds.
  • May require long periods of standing and computer use.
  • This position requires in-person or virtual presence during meetings, and briefings with customers and staff.
  • Responsibilities will include reading and retaining. information, and the ability to effectively communicate both orally and in writing.
  • Work is performed in different locations, both on and off the Capitol complex.

Education

Bachelor’s degree in business or public administration.
