Background Check

The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation, the criminal background checks of individuals who have not resided in the United States or its territories for the preceding 5-years may not be considered complete. If the Inspection Service is unable to perform a complete background check because of residency outside the United States, such individuals will be ineligible for Postal employment.

Functional Purpose

Manages strategic and complex cross-functional talent management and training initiatives, projects and programs. Maintains integrated project plans and provides project management expertise, guidance and oversight to ensure projects meet expectations, adhere to timelines and remain within budget and resource constraints.

DUTIES AND RESPONSIBILITIES

  1. Manages strategic and complex cross-functional talent management and training initiatives, projects and programs. Facilitates discussions with leadership and key stakeholders to identify goals and objectives, and guides conversations to ensure alignment with strategies and industry best practices. Plans and coordinates resources cross-functionally to generate deliverables and achieve project goals.
  2. Develops integrated project plans, incorporating activities and timelines from multiple projects and programs. Coordinates the planning and assignment of resources in alignment with project plans and timelines, to ensure availability of resources to achieve budgetary and service level commitments. Provides guidance and coaching on project management tools and techniques.
  3. Oversees design of curriculum, instruction, and assessment materials to ensure alignment with current trends and best practices in learning and development. Ensures learning curriculum is designed in accordance with instructional design principles and uses innovative ways to deliver and deploy learning.
  4. Leads others and participates in the design of curriculum, instruction, and assessment materials using knowledge of current trends and best practices in learning and development. Establishes project plans and leads teams in the development of new learning content and monitors completion of milestones and deliverables.
  5. Provides recommendations and insights to inform strategic planning activities. Develops presentations to present strategic plans, project proposals and status updates to leadership. Provides technical advice, program guidance, and policy clarification to Headquarters and field employees on the full range of talent management and training development programs. Acts as a liaison with Subject Matter Experts and employees on talent management and training development related issues.
  6. Serves as point of contact for functional training needs and concerns; ensures training is aligned with functional and organizational needs and business goals. Provides guidance and coaching to instructional designers and program managers to align activities and processes to best practices. Conducts best practices research and stays abreast of industry best practices for use in generating recommendations and insights. Researches, identifies and recommends industry best practices related to learning and development, learning technologies, designing learning and delivering training.
  7. Manages contracted resources. Assigns work and provides direction to contractors. Coordinates cross-functionally to identify need for contracted resources, engage contractors as needed, and facilitate cross-functional activities among contractors and Postal employees. Serves as contracting officer representative. Initiates solicitations and contract modifications. Develops statements of work, and contract modifications; coordinates cross-functionally to gather and aggregate information; and provides guidance to others in the development of these documents.
  8. Manages budgets for multiple programs. Coordinates with Finance to develop and update budget funding and allocations. Finalizes and submits business justifications and decision analysis reports to obtain approval for budgets. Provides guidance and coordinates cross-functionally to identify funding needs and develop spending spending projections for budget planning and updates. Ensures spending aligns with budgets and advises project owners when adjustments are needed.

  1. Ability to critically review and evaluate training materials and make recommendations for improvement.
  2. Ability to prepare data and information for presentation using computerized applications (i.e., presentation software, data bases, spreadsheets, project tracking software, etc.).
  3. Knowledge of project management processes, tools and techniques.
  4. Ability to prepare oral and written reports and recommendations for senior management.
  5. Ability to manage projects and programs, including developing plans and timelines, determining resource requirements, assigning tasks, monitoring progress and reporting results.
  6. Ability to develop training content that meet the training needs and are consistent with requirements and standards at a level sufficient to review the work of instructional design specialists to provide feedback and guidance.
  7. Knowledge of the concepts, principles, and practices in adult learning theory, instructional design sufficient to provide technical guidance to others and review work.
  1. Ability to manage program budgets, which includes developing statements of work, reviewing and evaluating proposals, and coordinating and monitoring contractor efforts.
  2. EDUCATION REQUIREMENT: Bachelor's or Graduate Degree in Learning Design, Instructional Systems, Educational Psychology or a related training field from a college or university accredited by a national or regional accreditation organization recognized and sanctioned by the U.S. Department of Education that included at least 12 semester hours of course work in the following areas: 1) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness; and 2) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Applicants must attach a copy of transcripts validating completion of this coursework at the time of application in order to be considered. With the aforementioned degrees, one may meet the educational requirement of instructional design practices and instructional design products, as noted above, with a certificate program of at least 12 hours, or with 12 hours of courses completed from a college or university accredited by a national of regional accreditation organization recognized and sanctioned by the U.S. Department of Education.
