US National Park Service is Hiring a Physical Scientist (Coastal Mapping Specialist) - DIRECT HIRE AUTHORITY Near Wallops Island, VA

Duties

The major duties of the Physical Scientist position include, but are not limited to, the following:

  • Lead and/or assist with the development and implementation of benthic mapping projects. using data from remote sensing or imaging systems (e.g. acoustic sonars (multibeam bathymetry, side scan, sub-bottom profiler), LiDAR, satellite imagery, structure from motion) in association with validation data (e.g. photographs, video footage, sediment and biological samples/cores) to support the management and agencies protection of resources. Survey design and preparation; data collection and processing; complex data analysis, interpretation, and classification; development of maps and associated datasets and metadata; determining and documenting significance of findings through visual and written materials; translating scientific results to be easily understood and applicable to agency managers.
  • Develop modeling and classification outputs (e.g. geological, geomorphologic, hydrogeographic, species prediction, habitat) in support of managing, protecting, understanding the presence or condition of, or monitoring agency resources, the physical environment, and ecosystem dynamics. Modeling may follow traditional or novel statistical, numerical or qualitative techniques, as dictated by project objectives. Classification should adhere to the FGDC-endorsed Coastal and Marine Ecological Classification Standard (CMECS).
  • Provide technical assistance and review of benthic mapping research projects. Assist with understanding of how to leverage existing benthic mapping data and identify any additional data/research necessary to address management needs. Assist agencies with developing action plans and writing proposals to pursue internal and external funding opportunities to conduct benthic mapping. Stay current on benthic mapping technologies and methodologies to ensure agency efforts are optimized and appropriate.
  • Develop user-specific benthic mapping deliverables, guidance tools, and outreach and communication materials for a variety of end-users, including managers, educators, and visitors; these resources can include static and interactive maps, StoryMaps, SOPs, technical/scientific/management reports, briefing/summary documents, and website and newsletter content. Represent agencies and present on work at professional conferences, working groups, and other meeting events for the purpose of exchanging information, developing and expanding relationships, and advancing advocacy for agencies stewardship.
  • Advanced use of GIS to transform processed data (e.g. point clouds, mosaics) into GIS-based geospatial products to facilitate visualization of benthic mapping data in a GIS platform and conduct necessary data analyses. Follow established GIS and metadata standards and data management protocols. Facilitate packaging and submitting mapping data to NOAA NCEI for long-term archive and stewardship.

  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-02/15/2024-unless otherwise stated in this vacancy announcement.

BASIC QUALIFICATIONS:
To qualify for this position in the 1301 Physical Sciences job series, you must possess the following basic qualifications by close of the announcement:
  • Successfully completed a degree in one of the major fields of study: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. You must include transcripts. OR
  • Possess a combination of education and experience that includes education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. You must include hours per week worked on your resume as well as a copy of your transcripts.
Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

MINIMUM QUALIFICATIONS
To qualify for this position at the GS-11 grade level, you must possess one of the following minimum qualifications by close of the announcement:
  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities needed to perform the duties of this position. Experience at this level must include one of the following: (1) providing expertise in coastal mapping and GIS applications to coastal mapping, (2) leading and conducting comprehensive investigations, including quantitative analyses of coastal mapping data, (3) making recommendations to management regarding the need for and use of coastal mapping, and (4) providing technical assistance for coastal mapping and GIS analyses of mapping data.. OR
  • EDUCATION: Successful completion of three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts. Education must be directly related.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Additional information

This notice is being issued to recruit personnel to occupations for which a severe shortage of candidates exists and/or a critical hiring need has been identified. To assist in filling these positions, OPM has granted agencies "Direct Hire Authority".
This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of ten years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.
The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.
A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, fire lines, arctic environments, swamps, deserts, and forests. Flying in fixed-wing aircraft and helicopters is possible.
