Duties

Duties will be developmental in nature when filled below the full performance level.

  • Collect and organize field data to monitor, manage, and/or restore a wide variety of natural resources, utilizing SCUBA and snorkel/ free-diving when appropriate.
  • Conduct habitat restoration activities in resonse to debris accumulations, coral disease outbreaks, and vessel groundings.
  • Prepare, install and maintain mooring buoys and aids to navigation.
  • Engage in activities to remove invasive species and reduce harmful effects of non-native species in the park.

  • U.S. Citizenship required.
  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.

  • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-04/15/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40 hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
SELECTIVE FACTOR - This position requires an advanced open water SCUBA certification (e.g., NAUI, PADI, SSI) and a minimum of 50 logged scientific and/or commercial dives. Must submit documentation of how you meet this requirement.

SELECTIVE FACTOR: This position requires Motorboat Operator Certification Course (MOCC) or equivalent and substantial experience operating vessels in open water marine environments. Must submit documentation of how you meet this requirement.

To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
Specialized Experience GS-05: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sectors) performing the following: following instructions and standardized procedures for natural resources field work; collecting and organizing field data; performing routine and recurring testing of collected biological samples; following established quality control protocols and safety procedures for resource management projects; assisting higher level specialists or technicians in the preparation of portions of reports, plans, or guidelines related to resource management projects. Duties are supportive of professional specialists in resource management; relevant to research, conservation, and management of natural resources such but not limited to wildlife (land or aquatic) monitoring or control; field studies on plant or forest ecology, inventorying, monitoring, and/or control of invasive plants, or making other field observations on the state of natural resource conditions.
OR
Education: Successful completion of at least a full 4-year course of study leading to a bachelor's degree with major or at least 24 semester hours in biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics. At least 6 semester hours of courses were directly related to this position (e.g. in biology, ecology, environmental science, or another closely related field.)
OR
Combination: A combination of specialized experience and undergraduate education as described above, when combined, equals 100% of the total requirement. (Note: Only education in excess of the first 60 semester hours may be used in this calculation).
To qualify for this position at the GS-06 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
Specialized Experience GS-06: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: assist in conducting established natural resource management projects; following instructions and standardized procedures for natural resources field work; collecting and organizing field data; performing routine and recurring testing of collected biological samples; following established quality control protocols and safety procedures for resource management projects; assisting higher level specialists or technicians in the preparation of portions of reports, plans, or guidelines related to resource management projects. Duties are supportive of professional specialists in resource management; relevant to research, conservation, and management of natural resources such but not limited to wildlife (land or aquatic) monitoring or control; field studies on plant or forest ecology, inventorying, monitoring, and/or control of invasive plants, or making other field observations on the state of natural resource conditions.
Education: There is no education substitution for this grade level.
To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
Specialized Experience GS-07: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing the following: implementing established natural resource management projects; collecting and organizing field data; ensuring quality control of data collected; performing routine and recurring testing of collected samples; recording data collected and providing preliminary assessment and classification of the information; assisting in the preparation of resource management reports, plans, and guidelines. Additionally, experience must demonstrate ability to execute established natural resource management projects by independently planning and carrying out steps using established techniques to resolve problems. For example, planning field projects, independently choosing from among several possible courses of action at different stages of the project (e.g., selects site locations, sampling techniques, appropriate equipment, logistics, etc.). Duties are supportive of professional specialists in resource management; relevant to research, conservation and management of natural resources such as but not limited to wildlife (land or aquatic) monitoring or control; field studies on plant or forest ecology, inventorying, monitoring, and/or control of invasive plants, or making other field observations on the state of natural resource conditions.
OR
Education: Successful completion of at least one (1) full year of progressively higher-level graduate education leading to a Master's or equivalent graduate degree from an accredited college or university in biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, mathematics, or a field directly related to the work of the position.
OR
Combination: A combination of specialized experience and graduate education as described above, when combined, equals 100% of the total requirement.

Additional Information

Additional information

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR ยง575.102 is not eligible for a recruitment incentive.
A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: Physical demands required for this position require strenuous physical activity including periods of standing, walking, swimming, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Field work will be completed while in and on a boat and/or while fully underwater and utilizing SCUBA gear. Field work includes exposure to extreme weather conditions and terrain, pesticides, poisonous plants, biting/stinging organisms, fast moving waters, and wild animals. Some assignments (e.g., handling wild animals, SCUBA diving, operating a boat, carrying heavy dive and project gear) require physical exertion. Incumbent must be able to safely move around the deck of the boat while working on and from vessels. Incumbent must be able to get in and out of boats not only from solid ground (e.g. docks) but also from various water depths, also while wearing SCUBA gear. Incumbent must be physically able to swim in varying conditions including choppy seas, poor visibility, and against currents.

Working Conditions: Work is performed both indoors and outdoors. The incumbent must conduct duties in a safe and orderly manner so as not to endanger self, fellow workers, or property with which entrusted. Outdoor work occurs in all types of weather, is conducted from boats, and involves being in and under the water. Assignments may be performed in potentially hazardous areas including rough seas, swift-moving waters, steep slopes, rocky terrain, swamps, and forests.
Underwater work will utilize SCUBA diving. Swimming, snorkeling and SCUBA diving may involve entering cold, fast-moving, and/or low visibility waters and/or exposure to stinging organisms, for which personal protective equipment (wetsuits) will be used. Projects that involve boating and/or SCUBA diving may require exposure to challenging sea states and potentially dangerous conditions. Laboratory work may involve exposure to hazardous chemicals. Field and laboratory duties may require the use of special protective gear and specialized equipment.
Employee is required to operate various motor vehicles and motorized vessels. Flying in fixed-wing aircraft and helicopters is possible.
Vessel operations and use of some project equipment results in exposure to loud noises, for which hearing protection will be provided.
Documentary research, data processing, and report writing work is sedentary, entails the ability to concentrate and write for long periods of time.
