The Director is delegated full responsibility for developing programs, policies and guidelines concerned with law enforcement activities in the highly complex field of international and domestic fisheries regulations. The incumbent is:
1. Responsible for advising the Assistant Administrator for Fisheries in the formulation and implementation of policy concerning law enforcement programs of national and international scope.
2. Directs NMFS activities concerning law enforcement programs and coordinates the activities of subordinate staff and NMFS field law enforcement offices in carrying out the implementation of NOAA Fisheries goals and objectives.
3. Provides the capability for effective liaison with other agencies of the federal government, states, industry, and international organizations in meeting NOAA Fisheries' goals and broad resource management objectives.
4. Manages law enforcement activities with respect to NOAA's marine sanctuaries program.
5. Reviews management and regulatory schemes prepared by headquarters, field staff, and the Regional Fishery Management Council for conformance and compliance with existing enforcement policies.
6. Provides oversight and coordination of matters related to the more than twenty-seven cooperative enforcement agreements with states.
7. Ensures training is provided to Federal and State enforcement agencies in patrol and inspection activities to enforce marine resource management and marine mammal protection statutes.
8. Develops and maintains document and record systems for field and headquarters enforcement program operations, court proceedings, and internal administration.
9. Develops recommendations for improvements in law enforcement programs and technologies.
In addition, the Director, OLE, supports the Assistant Administrator for NOAA Fisheries in the implementation of the several acts and cooperative arrangements under which NMFS functions, including, but are not limited to:
A. Providing advice and guidance to NOAA leadership and making decisions under the mandates of the National Marine Fisheries Service.
B. Acting as NOAA Fisheries liaison on matters concerning law enforcement with other Federal agencies including, but not limited to, the U.S. Coast Guard, the U.S. Fish and Wildlife Service, the U.S. Customs Service, the Drug Enforcement Agency, the Food and Drug Administration, DOJ, and all homeland security agencies.
C. Working with Congressional members and interested constituency groups to achieve support for NOAA programs.
D. Providing authoritative representation to intergovernmental, national and international councils and meetings concerning NOAA law enforcement interests.
E. Serving as advisor within NOAA on law enforcement problems and approaches concerning the coordination of fishery management programs with other law enforcement and homeland security activities.
As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.
Key Requirements:

Background Investigation: This position is designated as Top Secret Critical Sensitive and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.
Public Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (OGE-278), within 30 days after his/her appointment, and then annually thereafter.
Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.
Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
Direct Deposit: All Federal employees are required by P.L. 104-134 to have federal payments made by Direct Deposit.
