Duties

ADDITIONAL INFORMATION: Information Management Officers (IMO) perform a wide range of specialized functions and tasks in support of NGA Records Management Program (RMP) oversight, management, and operations. The IMO coordinates with offices across NGA to establish records management (RM) business processes in accordance with the NGA RM Engagement approach, provides subject matter expertise to NGA offices, and addresses questions and issues related to the performance of office-level RM responsibilities, interpretation and application of NGA records retention policy and the appropriate handling of agency records. The IMO will provide oversight and management of NGA Records Holding Areas (RHA), ensuring the records transfer process is followed accurately. The IMO will review, process, store, and palletize records for the transfer to the National Archives and Records Administration (NARA). The IMO also provides overall support to RM engagement planning, and coordination, and contributes to the development and preparation of classroom-level training for NGA Primary Information Officers (PIOs) and Information Officers (IOs). The IMO provides direct support in the performance of records inventories, creation of Office File Plans (OFPs), and related filing systems in hardcopy and shared file/electronic environments, as well as participates in, and/or conducts RM Office Assessments. The IMO validates that RM business processes are properly established, and utilized IAW applicable policies, while ensuring that records are identified, managed, and filed appropriately. The IMO conducts follow-up activities on any corrective actions that may be required, contributes to the production of appropriate technical documentation on the design and functionality of program RM tools, and also collaborates on the collection and preparation of analog records for digitization. The IMO provides solutions and best practice recommendations for the management of email and electronic records. In support of the NGA Digitization initiative, the IMO coordinates, and manages the collection and preparation of analog records for digitization. The IMO coordinates activities related to the records transfer and retrieval process.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement:
1. Demonstrated experience providing Records Management (RM) engagement planning and coordination.
2. Demonstrated experience in Program Management.
3. Demonstrated experience developing and delivering error-free reports, memorandums, information, briefings, and recommendations that support records and information management business process implementation, and information management governance.
4. Demonstrated experience interpreting and providing instruction/training on NARA records and information lifecycle protocol (stages).
EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Accounting, Business Administration, Business Management, Contract Management, Economics, Finance, Law, Political Science, Public Policy, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in the provision of program management and oversight, policy and resource management, budget allocation and execution, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in the provision of program management and oversight, policy and resource management, budget allocation and execution, or a related area that demonstrates the ability to successfully perform the duties associated with this work.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1. Demonstrated experience understanding customer's mission functions and needs to manage organizational requirements.
2. Demonstrated experience analyzing data and information to identify multi-functional process issues or deficiencies and apply business process improvement tools and methodologies to reach a resolution.
3. Demonstrated experience conducting research to identify operational shortfalls and educating others on information, issues and requirements relevant to mission success.
4. Demonstrated experience on Electronic Records Management (ERM) and Digitization program knowledge, requirements, and implementation I.A.W. the Office of Management and Budget Memorandum (OMB-M-19-21) Transition to Electronic Records.
