US National Gallery of Art is Hiring an Engineering Technician Near Washington, DC

Duties

The incumbent will:

  • Prepares project work statements (PWS) for new construction, renovation, repair, and demolition projects involving various facility and building systems at the National Gallery of Art.
  • Prepares specifications for maintenance service contracts, service agreements, and construction projects.
  • Analyzes bids and assists in the preparation of bid recommendations. Answers questions and provides information to prospective bidders.
  • Conducts pre-bid meetings and prepares contract modifications for assigned projects.
  • Coordinates the submission of construction drawings and specifications with Procurement Division personnel for assigned projects. Prepares independent Government estimates used in evaluating contractor bids. Develops and prepares contract specifications, estimates, drawings, change orders, punch lists, directives, waivers of lien, and substantial completion certificates.
  • Coordinates assigned projects through design, construction, and warranty phases, including attending design meetings and field inspections.
  • Utilizing acquired practical field experience, provide engineering project management oversight of contractor personnel during the performance of the awarded work.
  • Provide daily review of assigned in-progress work activities for compliance and conformance with project work statements, specifications, construction documents.
  • Directs and monitors corrective work and conducts final inspections and approves final payments.
  • Regularly communicates with on-site contractor during all phases of project work.
  • Provide contract management support services and duties for various facilities engineering management service contracts.
  • Prepares supplements and amendments to existing job orders or modifications to contracts as required.
  • Recommends appropriate corrective actions to the Head of Facilities Engineering.
  • Maintains detailed records of all work performed on each project, including drawings, specifications, photographs, and cost.
  • Acts as the Contracting Officer's Representative (COR) on assigned contracts.
  • Performs value engineering and cost effectiveness studies through the use of engineering and technical knowledge for repair and modernization projects in response to request from the Gallery staff.
  • Responsible for preparing and maintaining project logs, inspections, financial reports, correspondence submittals, warranties, and all status information on current projects to ensure that work is executed properly.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-0802-12.

At least one year of experience, equivalent in responsibility to the GS-11 level in the Federal service, planning for the maintenance and repair of building systems.

OR

At least one year of experience as a WG-10 (or equivalent) carpenter or mason.

Other Relevant Eligibility Criteria:

Must be able to use ladders, scaffolds and platforms. Must be able to work in cramped and isolated locations. Must be able to climb, stand, walk, crawl, kneel, bend and stoop. Requires night and weekend work.

Education

Basic Requirements:

Specialized Experience (for positions at GS-4 or equivalent and above):

Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:

  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated.

OR

Education and Training:

For positions at GS-3 (or equivalent):

Successful completion of l year of post secondary study that included at least 6 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.

For positions at GS-4 (or equivalent):

Successful completion of 2 years of post secondary study that included at least 12 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 3 of the 12 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.

For positions at GS-5 (or equivalent):

Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.

Certification:

Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
