Duties

RELOCATION STATEMENT:
Current promotion eligible NCUA employees who relocate to Austin, TX may be eligible for relocation assistance in accordance with NCUA policy.
DUTY STATION STATEMENT:
Location negotiable with Southern Region continental states, and excludes contiguous states. Southern Region continental states are Alabama, Arkansas, Florida, Georgia, Indiana, Kentucky, Louisiana, Mississippi, North Carolina, Ohio, Oklahoma, South Carolina, Tennessee, and Texas.
Candidates who reside within the defined Austin, TX locality area will be designated as office-based employees and they will have an Austin, TX duty station. Candidates who currently reside in a Southern Region state listed above will be designated as remote employees and their duty station will become the city and state of their residence of record, unless relocating to Austin, TX. Individuals who reside outside of a Southern Region state and who are not relocating to Austin, TX, must relocate at their own expense, to a duty station in a Southern Region state and within 40 miles of a major airport in a Southern Region state, which will be subject to Regional Director approval. These individuals will be designated as remote employees with a duty station will be representative of the city and state of their residence.
As aCUE (Supervision Analyst), you will:

  • Provide a comprehensive review and quality control analysis of examination reports by field staff on federal credit unions.
  • Identify federally insured state credit union operational problems based on the review of state examination and audit reports, insurance reviews and financial reports, Financial Performance Reports and computer-generated reports; recognize trends and develop programs, policies and written guidelines for dealing with supervisory and examination issues.
  • Analyze financial data and prepare reports to agency management on current and projected credit union conditions; and consider adequacy of capital structure, volume of sub-standard assets, earning power, dividend and charge-off policies, loan and investment standards, credit union history and competitive position in the community, and conformance to laws and regulations.
  • Analyze merger and liquidation plans, and prepare recommendations to the Division Director concerning administrative actions if necessary to conclude the liquidation.
  • Respond to the division's most complicated correspondence and telephone inquiries.
  • Serve as acting Director in the Director's or Deputy Director's absence.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
All applicants applying for the CU-13 level must have at least one full year of specialized experience equivalent to the CU/GS-12 level obtained in the private or public sector. Specialized experience for this position is defined as experience:
(1) performing examinations conducted on credit unions or other federally insured depository institutions rated CAMEL 3, 4 or 5; and
(2) performing examinations conducted on credit unions or other federally insured depository institutions with assets larger than $250 million; and
(3) analyzing financial data to support an examination's conclusions; and
(4) analyzing financial statements and statistical reports to identify trends in federally insured depository institutions; and
(5) serving as a subject matter examiner in specialized lending, consumer compliance, information systems technology, internal controls/recordkeeping, capital markets or electronic payment systems.

SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position in accordance with NCUA's compensation policy.
The salary range shown is NCUA's National Pay Rate (NPR) which includes a locality rate of 16.32% for the Rest of the U.S. (RUS) geographical area. Actual salary will be determined upon the location of the selectee and the applicable locality pay, per the NCUA's CU pay table, will be applied. The locality rates, by location, can be found on the NCUA Careers webpage under the Salary Information section.
