Duties

Nurse Consultants are a mission critical occupation for HRSA. These positions are critical in supporting Health Resources and Services Administration's nursing care and treatment for outpatient, specialty clinics, urgent care and/or emergency patients.
As a Supervisory Nurse Consultant, you will serve as the Team Lead with the full range of supervisory functions.
Your major duties and responsibilities include:

  • Serving as the primary source for clinical and programmatic knowledge of HIV care and treatment to shape the policy and direction for AIDS Education and training Centers (AETC) programs.
  • Providing expert advice on the clinical aspects of the changing healthcare landscape as it applies to grantees of HRSA-supported AETC programs and their ability to use all resources for the care and treatment of people living with HIV.
  • Managing on the job training to new team members in accordance with established procedures and practices.
  • Serving as the primary resource and is responsible for providing expert advice, applying highly advanced management and organizational skills and the understanding of complex and sensitive issues.

Note: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. You must provide an SF50 dated September 2017 or earlier that verifies you occupied a 0610 position.
Education: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

In addition to meeting the above requirements, in order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
Examples of minimum qualifying specialized experience equal to the GS-13 level in the federal service include performing the following types of tasks on a regular and recurring basis:
  • Managing a clinical training program for healthcare providers and/or public health professionals that includes clinical practice and didactic training in areas such as patient care, clinical protocols, practice guidelines, etc.
AND
  • Managing federal grant award activities for a hospital or community-based health care facility such as developing applications for grant funding opportunities, ensuring compliance of a grant awards, etc.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

This position has an education requirement.
