US Health Resources and Services Administration is Hiring a Director, Office of Acquisitions Management and Policy Near Rockville, MD

Duties

As OAMP Director, you will provide leadership in the planning, development, and implementation of policies and procedures for contracts. Provide advice and consultation of interpretation and application of HHS policies and procedures governing contracts management; plan, direct and coordinate HRSA's strategic sourcing program; and oversee the administration of HRSA's Federal Certification Program for HRSA's Contracting Officer's Representatives, contracting acquisition professionals, and Program and Project Managers.
Your major duties and responsibilities include:

  • Principally responsible for the management, development, implementation and assessment of contract policies and procedures consistent with the guidelines in alignment with HHS and other Federal agencies.
  • Develops, within the existing legal and regulatory framework, procurement policies, procedures and operating instructions tailored to meet the specific needs of all programmatic activities within HRSA.
  • Plans, develops, and establishes the contractual strategy for project acquisitions. Develops a pre-negotiation position, determines the types of contracts and negotiation authority to be used, and prepares justifications.
  • Functions as lead during crosscutting contract negotiations with other related agencies, private entities, utilizing other contacting personnel on projects as required. The incumbent coordinates with legal counsel, audit, and subordinate activities.
  • Performs the necessary contract management activities consistent with Federal Acquisition Regulations (FAR) guidance and contractual agreements. Interprets contract provisions of contractors and agency officials, and provides appropriate advice and guidance, using mature judgment and defending all actions taken.
  • Establishes published guidelines for use of staff and program offices, setting forth procurement lead-times for each type of requirement handled.

Qualifications

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your five page resume that you possess the five Executive Core Qualifications (ECQs) and Mandatory Technical Qualification(s), listed below.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. The following must be evident in your resume.
1. Demonstrated experience in developing acquisition strategies for a complex procurement portfolios in collaboration with the highest levels of acquisition leadership. This includes experience in leading and managing complex multi-million acquisitions.
2. Demonstrated experience in directing and leading procurement operations (e.g., Head of Contracting Activity), managing acquisition personnel, and providing strategic enterprise leadership. This includes experience in the planning and execution of agency procurement programs, innovations, and initiatives; and closely coordinating with internal/external stakeholders.
3. Ability to serve as an expert advisor regarding procurement issues to an agency's senior and mid-level management, and to consult with high-level external contacts regarding procurement.
