US Forest Service is Hiring a Supervisory Contract Specialist Near Albuquerque, NM

Duties

  • Incumbent reviews and may sign complex procurement actions for subordinates and delegate the signature of less complex actions to other warranted employees in the unit.
  • Provides contracting expertise to all Contract Specialists and Purchasing Agents.
  • Reviews high priority procurement packages for adequacy and completeness after submission by program staffs.
  • Initiates investigations of labor violations and evaluates contractual issues and disputes in order to resolve controversies and make sound decisions.
  • Reviews potential small business market and selects procurement packages for small businesses including set-asides and/or socioeconomic goals.

  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.
  • Successful completion of one-year probationary period, unless previously served.

  • Procurement Integrity position.
  • Selectee is subject to financial disclosure requirements and must submit form OGE-450, Confidential Financial Disclosure Report, within 30 days of appointment and annually thereafter.
  • Must possess current FAC-C Professional Certification or equivalent (DAWIA Level 3).
  • New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

Basic Requirement: GS-13
A. Completed all mandatory prescribed by the head of the agency for progression to GS-13 (or equivalent) contracting positions, and at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position (GS-12 grade level or equivalent), and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to GS-13 or above, unless granted a waiver by the senior procurement executive of USDA.
D. Waiver: The senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirement:
For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as two or more of the following: Serving as a contract specialist responsible for all aspects of contracting transaction including recommendation of contract award to procure supplies or services with specialized requirements such as the procurement of complex equipment, services, and/or construction; and/or leading a team or subordinate staff toward accomplishment of the agency's goals and objectives; and/or serving as a technical expert and advisor to management, customers, and contractors on various procurement subjects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Position(s) will be located at a Forest Service office. Final determination of the duty station(s) will be made by the selecting official at the time of the job offer.
