US Forest Service is Hiring an Aviation Management Specialist (National Infrared Operations Coordinator) Near Albuquerque, NM

Duties

  • Duties listed are at full performance grade GS-12 level.
  • Provides national program oversight and responsibility in the development/implementation of standards and procedures, to guide and control a range of unique and hazardous aviation activities.
  • Provides national aircraft coordination for Forest Service contracted and agency-owned helicopters, airtankers, aerial supervision aircraft and pilots, and other use of aircraft.
  • Initiates and coordinates development of aviation management data systems to track costs and utilization of aviation operations.
  • Applies knowledge of forest fire protection resources, methods, organization, tactics, and costs.
  • Represents aviation management in more broadly-based committees or work groups.
  • Manages, protects, and utilizes forest and range resources to the formulation of aviation plans, controls, and procurement of aviation resources to support natural resource activities.
  • Leads or participates with committees and work groups of aviation managers developing and recommending aviation related programs, plans, studies, and specific actions.
  • Represents aviation management in more broadly-based committees or work groups involving several staff groups, Regions, Forests, or agencies to assure that aviation concerns and interests.

Requirements

Conditions of Employment

  • Must be a U.S. Citizen or National.
  • Males born after 12-31-59 must be registered for Selective Service or exempt.

  • Successful completion of one-year probationary period, unless previously served.
  • Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.

  • Must be 18 years of age.
  • This is a drug testing designated position. You will be subject to pre-employment and random drug testing. Appointment is based on a negative result. This announcement constitutes 30 days advance notice.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
  • Minimum of 90 days of wildland firefighting experience is required.
  • Willing to live/work in remote locations (volatile/unpredictable).
  • Some Fire positions may have Conditions of Employment such as: a valid state driver's license; a commercial driver's license (CDL); pre-appointment and random drug testing; or a physical or medical examination.
  • There may be additional Conditions of Employment not listed here, however applicants will be notified of any specific requirements at the time a tentative job offer is made.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Specialized Experience Requirement:
GS-11: Applicants must have 1 year of specialized experience equivalent to the GS-09 level. Examples of specialized experience include: Assisting in preparing proposed aviation policies, procedures, and guidelines; assisting aviation managers in drafting and editing aviation-related programs, plans, studies, and specific actions; and/or participating in providing advice to aviation technology, safety, and operational staff specialists to integrate aviation programs.
GS-12: Applicants must have 1 year of specialized experience equivalent to the GS-11 level. Examples of specialized experience include: Assisting in developing new or proposed aviation policies, procedures, and guidelines; participating with committees and work groups of aviation managers developing and recommending aviation-related programs, plans, studies, and specific actions; and/or providing advice and assistance to aviation technology, safety, and operational staff specialists to integrate aviation programs.
Selective Placement Factors
A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume.
FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.

Additional information

Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL), or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors.
This is a permanent full-time position and may include weekend work.
The duty station for this position, Location Negotiable After Selection, will be negotiated at the time of selection. Salary range as shown is the locality pay Rest of U.S. (RUS). Subject to one-year supervisory/managerial probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.
