Duties

FV-I Duties: Performs multiple, varying, and complex assignments under the limited direction of a manager, project/ program manager, team leader, or more experienced technical specialist. May act as a contributing specialist on large work activities or as a team leader for single or small work activities.

The work of this position requires ensuring the integration of IT programs and services; developing solutions to integration/interoperability issues; designing, developing, and managing IT security systems that meet current and future business requirements, and apply or extend, enhance, or optimize the existing architecture; managing assigned projects; communicating complex technical requirements to non-technical personnel; and preparing and communicating findings to senior management officials on complex/controversial issues. Such work assignments include contributing to IT application development projects from design to support; evaluating the effectiveness of implemented applications; and providing advice on and devising solutions to a wide range of IT issues.

Provides guidance to address diverse, complex issues impacting the aviation/transportation industry. Works with internal LOB managers advising on the development of guidelines and standards and prepares points of view used in forecasting trends and formulating policy.

Serves as a solution architect planning, coordinating, and conducting projects and studies. Is responsible for developing, integrating, and implementing solutions to diverse, complex problems.

Leverages low-code application platforms to rapidly prototype and deploy applications to improve organizational effectiveness and efficiency.

Develops plans, techniques and policies to address current or anticipated problems and issues. Works with management to jointly solve problems. Provides policy guidance and instruction to others, both internally and externally.

Analyzes trends, identifies problems and those factors most likely to impact operating costs, profitability, and continued compliance with regulatory requirements.

FV-J Duties: Recognized as a senior technical expert for complex and challenging activities under minimal direction of a manager or executive. Serves as an Applications Developer for the organization to develop, deploy and manage innovative information technology applications and capabilities to enhance the organization’s capabilities to manage programmatic and operational data as well as safety data of aircraft operating in the National Airspace System (NAS).

Ensures the integration of IT programs and services; develops solutions to integration/interoperability issues; designs, develops, and manages IT security systems that meet current and future business requirements. Applies or extends, enhances, or optimizes the existing architecture. Manages assigned projects; communicating complex technical requirements to non-technical personnel; and preparing and presenting briefings to senior management officials on complex/controversial issues. Such work assignments include: leading IT application development projects from design to support, following standards and applying best practices across the Software Development Life Cycle (SDLC); evaluating the effectiveness of implemented applications; and providing advice on and devising solutions to a wide range of IT issues.

Provides guidance to lower-level staff to address diverse, complex issues impacting the aviation/transportation industry. Works with internal LOB managers advising on the development of guidelines and standards and prepares points of view used in forecasting trends and formulating policy.

Develops plans, techniques and policies to address current or anticipated problems and issues. Works with management to jointly solve problems. Provides policy guidance and instruction to others, both internally and externally.

Qualifications

Specialized Experience at the FV-I, FG/GS-13 Level:You must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-H, FG/GS-10 - 12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

Specialized Experience is described as:

  • Experience in developing applications using low-code/no-code solutions (e.g., Appian, Salesforce, Microsoft Power Apps, etc.).
  • Experience utilizing relational databases, such as SQL, Oracle, etc.
  • Experience with the Software Development Life Cycle.
