Duties
- Serves as an expert consultant and study leader for study groups in the general area of mathematical modeling, economic analysis, statistics, simulation, optimization programming, probability theory, or other quantitative methods.
- Develops analytical and/or mathematical models for use in preparing evaluation criteria or testing sequences.
- Responsible for identifying the need for fruitful areas of analysis, formulating proposals for original studies, and justifying and presenting such proposals to appropriate decision makers within the organization.
- Applies scientific techniques with emphasis on mathematical disciplines.
- Prepares study plans that define complex study efforts.
- Provides work assignments to others, reviews progress of other analysts.

Qualifications
A. Basic Education Requirement: A Bachelor's Degree or higher in operations research. OR at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
NOTE: Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Conducts, organizes, leads, directs, and coordinates quantitative and qualitative studies and analyses that are technical in nature in support of ongoing projects, programs, and initiatives.
- Designs, develops, and adapts mathematical, statistical, econometric, and other scientific methods and techniques to analyze management problems of a highly significant nature which may be broadly stated or ill defined.
- Conducts studies that require careful planning, efficient coordination of efforts and application of practical scientific judgement combined with a high degree of creativity, and originality, since precedents are nonexistent or vaguely applicable.

Substitution of education may not be used in lieu of specialized experience for this grade level.
