Duties

This position is located under the Office of Science and Technology in Gaithersburg, Maryland.

The primary purpose of this position is to serve as the Telecommunications Manager for the Radio Communications Branch, Office of Science and Technology. Responsible for management of the radio communications program, while providing technical expertise and operational support to improve the efficiency and effectiveness of the Bureau's communications systems. Represent the Bureau on multi-agency working groups to develop interoperability standards, evaluate procedures and state-of-the-art telecommunications systems.

As a Supervisory Telecommunications Specialist (Radio), GS-0391-14, your typical work assignments may include:

  • Manage the Bureau's radio communications program to include radio services, tactical radio support, satellite services as well as wireless services relating to these program areas.
  • Ensure the security of the Bureau's radio communications systems nationwide, developing techniques and procedures for use by field personnel.
  • Develop and implement procedures for reducing communications costs which include a constant review of applicable services, developing alternative networks and equipment, replacing existing service with more cost-effective service, or providing the user with improved procedures to better utilize existing service.
  • Responsible for input into the budget formulation process as it relates to the Radio Services Branch.
  • Plan and direct work to be accomplished based on priorities, specialized capabilities of the staff, and consideration of the difficulties and requirements of various assignments.

MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. Qualifications

To qualify for GS-14, candidates must also have at least one year of specialized experience equivalent to the next lower grade level, GS-13.
Specialized Experience - Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

GS-14 - You qualify if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal, State, or Local government or equivalent public or private sector experience, performing the following duties:

  • Evaluating reports to identify sources to plan and provide resolution of incidents; AND
  • Determining recommendations to avoid potential problems that may impact operational performance; AND
  • Participating in briefings, presentations, reports and/or technical papers to ensure awareness of changes and updates to procedures and requirements.
