US Bonneville Power Administration is Hiring a Procurement Analyst Near Portland, OR

Duties

As a Procurement Analyst, you will:

  • Serve as the Procurement Analyst and technical expert responsible for applying experimental theories and new developments in the development and revision of the Bonneville Purchasing Instructions, the resolution of problems not susceptible to treatment by accepted methods, the extension of existing BPA contracting techniques, and the development procurement policies for use by subordinate contracting personnel in solving procurement problems.
  • Pursuant to BPA's unique purchasing authority, analyze and evaluate newly issued procurement statutes and regulations and initiates, develops and establishes contracting policies, procedures, guidance, and control that direct how subordinate contracting activities within BPA procure goods and services.
  • Serve as the recognized procurement and personal property expert for a major segment of the bureau.
  • Conduct compliance assessments of subordinate contracting functions to assure compliance with Bonneville Purchasing Instruction (BPI) policy and in cases of non-compliance prepares reports which reports findings and directs actions to be taken to address findings.
  • Represent BPA in conferences and meetings with other agencies; national, State and local authorities; private industry and public groups in efforts to obtain all viewpoints regarding proposed purchasing policies to assure BPA purchasing policies are legally compliant and operationally efficient.
  • Provide strategies and techniques for developing policy, procedure and guidance that improves quality and reduces costs, considers stakeholder requirements, internal drivers, market conditions and industry best practices.

  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
  • This position has been designated as requiring a PUBLIC TRUST background. A preliminary background check must be completed before a new employee can begin work.
  • Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.

Qualifications

BASIC REQUIREMENT:

  • Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

    AND

  • A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  • Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

  • Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service.
Specialized Experience for this position is defined as: 1) applying and evaluating a full-range of procurement laws, rules, regulations and/or decisions to ensure program compliance; OR 2) the full range of pre-award and post award phases of contracting.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
