Us Army National Guard Units is Hiring a HUMAN RESOURCES SPECIALIST (MILITARY) (T32) Near Talladega, AL

Duties

1) Develops, implements and evaluates the administration and personnel policies for the organization. Serves as the primary advisor for the command in the areas of legal, medical, and personnel actions. Makes decisions based on the commander's guidance and intent in the area of personnel and administrative management.
(2) Reviews legal documentation and provides recommendations for appropriate actions and/or forwarding to higher headquarters. Ensures the execution of the command level guidance for implementation for the implementation of the Enlisted Promotion Management System (EPMS). Provides assistance and guidance in the preparation of officer promotion packets for required board actions. Ensures the timely completion of military personnel evaluation reports. Responsible for planning and coordinating health service support (i.e. annual medical certification, vaccinations, physicals, profiles, medical review boards, etc.) for the command.
(3) Coordinates and assists in developing plans for recruiting and retention within the command. Analyzes the personnel portion of the organizational readiness report and determines critical needs and priorities for the strength management program. Provides guidance to staff officers, commanders and full time employees on policy and procedures changes concerning areas of strength management.
(4) Plans, organizes and assigns work to employees engaged in administrative and personnel work assigned at the command level. Provides technical assistance and guidance to organizational personnel and administrative employees. Revises assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities. Prepares requests for filling vacancies to meet workload requirements. Participates in the selection of subordinates.
(5) May be required to represent the National Guard and the Unit Commander in the community. Provides personnel and administration for community activities such as parades, celebrates, military funerals, etc.
(6) Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

Qualifications

MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Army National Guard. Applicants who are not currently a member of the Alabama Army National Guard must be eligible for immediate membership. EXPERIENCE REQUIREMENTS: Each applicant must fully substantiate (in his/her own words) that he/she meets the requirements of the Specialized Experience listed below: Otherwise, the applicant will be considered unqualified for this position. DO NOT COPY THE VACANCY ANNOUNCEMENT OR THE POSITION DESCRIPTION.

GENERAL EXPERIENCE: For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:

  • Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  • Plan and organize work; and
  • Communicate effectively orally and in writing.

Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.

For some occupations or positions, applicants must have had work experience that demonstrated KSA's in addition to those identified above. Positions with more specific general experience requirements than those described here are shown in the appropriate individual occupational requirements.

SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

Supervisory Positions, add the following Specialized Experience: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
KNOWLEDGE REQUIRED BY THE POSITION:- Knowledge of a wide range of military HR management concepts, military regulations, policies, and procedures sufficient to provide comprehensive guidance to the command and staff within the battalion and subordinate units.
- In-depth knowledge of personnel authorizations, unit manning documents, duty assignment requirements and criteria sufficient to submit recommended improvements or corrections for the purpose of enhancing personnel readiness. Knowledge of strength maintenance procedures and programs within the organization in order too develop and implement strength maintenance plans.
- Knowledge of personnel deployment requirements sufficient to provide procedural guidance in the of individual mobilization files, reviews and monitors the status of personnel and medical requirements, and the publication to develop and implement strength maintenance plans.
- Knowledge of military and/or state laws, rules, or procedures pertaining to legal actions available to the command sufficient to advise battalion or subordinate leaders on appropriate courses of actions.
- Knowledge of medical requirements sufficient to manage the organization's medical administration, medical support, and medical readiness issues.
- Knowledge of organizational missions and capabilities sufficient to perform presentations and briefings to community or military representatives and organizations.
- Ability to communicate through oral and written means sufficient to present ideas and information utilizing presentations, briefings, and correspondence.

Education

Substitution of Education for specialized experience:
master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
