Urban Sites is Hiring a Director of Affordable Housing Near Cincinnati, OH

Urban Sites is seeking an executive-level professional to take over leadership of its affordable housing division. As a key member of the Urban Sites team, this person will be responsible for finding opportunities to develop affordable housing in Urban Sites’ target neighborhoods, and then executing on partnership identification and relationship management, funding applications, financing, construction monitoring, and general development oversight of these projects.

The ideal candidate will be a highly focused, self-motivated learner, capable of managing multiple real estate development projects simultaneously, and will thrive working both independently and in a team-oriented environment. This person must also have a passion for bringing affordable housing to Urban Sites’ target neighborhoods, and commit to improving these communities through developing a mix of building uses and housing types.

This person must be a creative problem solver who is able to navigate challenging economic climates and policy changes to bring projects to completion. This position will lead and direct other staff in executing on these projects. The candidate will work closely with the CEO and members of the senior management team to report on project goals, budget, and timelines. The candidate will also work closely with our Construction division to ensure an efficiently designed and well executed building process in alignment with affordable housing guidelines. Outstanding project management skills are essential to success in this position, as is the ability to build and maintain relationships with government agencies, funders, development partners, and others.

KEY ROLES & RESPONSIBILITIES:

  • Identify opportunities for affordable housing projects
  • Find key properties for development by understanding the scoring goals of the Qualified Allocation Plan (QAP) of the Ohio and Kentucky housing finance agencies
  • Undertake feasibility analyses of projects, including those using Low-Income Housing Tax Credits (LIHTC), state and federal Historic Tax Credits, HOME funds, and other local, state, and federal affordable housing programs
  • Develop proformas and undertake initial due diligence of sites, including construction feasibility, environmental studies, appraisal, market studies, and other third party reports, working closely with other staff
  • Manage relationships with city staff, government agencies, development partners, and other leaders in affordable housing at the city and state level
  • Report to senior staff on predevelopment expenses, development cash flow, development costs vs. proforma assumptions (budget shortfalls or surpluses), and development capital requirements
  • Submit LIHTC applications for projects, as well as other applications such as HOME and Federal Home Loan Bank’s AHP Program and draft formal responses to RFPs and RFQs from government agencies
  • Deliver presentations to large and small groups, including community groups, municipalities, city boards, and funders, oftentimes who are skeptical or adverse
  • Oversee predevelopment, closing, and construction of affordable housing project
  • Create, develop & maintain strong relationships with funders, including state housing finance agencies, LIHTC syndicators, financial institutions, and the City of Cincinnati
  • Create development budgets that consider macroeconomic trends and anticipated closing timelines
  • Monitor the budget during construction to assess remaining owner’s contingency as well as any potential downward adjusters from the LIHTC syndicator
  • Coordination of the development team, Urban Sites Construction, the in-house contractor team, architect, engineers, attorneys, and accountants,on estimates, drawing review, closings, and construction meetings
  • Negotiate partnership agreements, development agreements, loan documents, and similar documents, in concert with attorneys
  • Have the ability to work with a wide range of stakeholders, including community groups, residents, neighbors, and others

REQUIREMENTS:

  • Experience in LIHTC and other affordable housing programs. Passion for affordable housing development
  • Bachelor’s degree in Real Estate, Urban Planning, Business Administration, Construction Management, or other relevant fields (Master’s preferred)
  • Demonstrated understanding of proformas, especially using LIHTC and other affordable housing programs
  • Proven skills in project management, advanced level problem solving, sound decision-making, exceptional follow-through, and precision in following procedures
  • Highly organized and willing to take the initiative to obtain results
  • Strong public speaking skills to communicate projects to stakeholders and general advocacy for Urban Sites
  • Experience in Microsoft Excel, Word, and Power Point.
