Summary

The ideal TAY Program Manager has both administrative oversight experience as well as direct experience with youth and young adults. The position oversees a diverse team consisting of case managers, education/vocational/employment specialists, and resident assistants who serve TAY youth and young adults in the community. The TAY Manager trains and supervises TAY staff, monitors contracted outcomes, oversees multiple budgets, supports the team to meet performance and professional development goals, maintains positive partner relationships, and serves as a strong leader. The Transition Age Youth programs serve current and former foster, probation placement youth and homeless youth and young adults ages 18-24, assisting them in developing the skills and competencies necessary for a successful transition to adulthood.

ESSENTIAL FUNCTIONS

Empowerment-Centered Programming

  • Oversee development, implementation and growth of Youth Programs including Education and Employment, Youth Empowerment/Lifeskills Programs, Health and Wellness, Housing and Wrap-Around Services. 
  • Oversee TAY programmatic calendar, ensuring that program activities are aligned with comply contractual requirements.
  • Assure that youth programming is purposeful, empowering, goal-driven, and focused on youth development. 
  • Build a program environment where youth voice is respected, heard and amplified with actionable decisions and results.
  • Conduct appropriate and comprehensive follow-up to all incidents and issues relative to youth, and the services they receive. Provide aggregate/summary incident reports to Program Management as required. 
  • Model work with youth as a partnership helping them transition to adulthood, encouraging their long-term stability and success in whatever path they choose.
  • Ensure the delivery of empathetic, inclusive and trauma-informed services that reflect transparency, collaboration, empowerment and unconditional positive regard with participants.
  • Collaborate with colleagues to assure connection between TAY programming and other UBH programs and departments including Development. 
  • Provide oversight and management of all related budgets. 
  • Establish and maintain appropriate policies and procedures as required.

Program Operation and Management

  • Ensure Youth program procedures and protocols are current, reflecting our changing population and remaining aligned with UBH’s mission.
  • Identify and evaluate the risks associated with site and program activities and take appropriate action to control the risks. 
  • Ensure compliance of all appropriate personnel including scheduling, record keeping, time-activity reports, and performance evaluations for program staff and contractors.
  • Day-to Day management and support of core empowerment focused-youth services. 
  • Facilitate staff meetings and provide 1:1 trauma-informed supervision for direct reports. 
  • Supervision and management of team members with a strength-based lens, trauma-informed principles and accountability practices.
  • Manage and support staff to provide crisis interventions, critical incident response and follow-up.
  • Ensure program data is accurate and collected in a timely manner in accordance with agency’s data quality standards.
  • Maintain accurate and complete records according to UBH standards and contractual obligations.
  • Generate weekly, monthly, quarterly and annual reports capturing TAY program activities, outcomes, spending and operations. 
  • As a leader, work collaboratively across internal departments. 
  • Participate in all relevant trainings and meetings including conferences. 
  • Build creative and sustainable strategies and programs to best serve youth and staff.
  • Other duties as assigned.

Community Leadership and Partnerships 

  • Supervise and ensure facilitation of care coordination between members and partners.
  • Advocate and represent UBH by attending external community meetings with government agencies and community groups. 
  • Participate in Coordinated Entry System meetings and trainings.
  • Network with community resources to promote program concept, support existing programs and program expansion. 
  • Attend and actively participate in local Community Coalition meetings, pertinent funder meetings, and other related collaborations.
  • Foster and develop partner relationships with individuals, businesses and organizations to promote collaboration.

QUALIFICATIONS

  • Bachelor’s Degree, from an accredited College or University, in Human Services (e.g., psychology, social work, sociology or related field) required. Master’s Degree preferred.
  • Minimum of 3 years’ experience working with unhoused populations, youth experience preferred.
  • Minimum of 2 years working with youth preferred.
  • Minimum 2 years of management experience in a social service setting.
  • Expertise in program development and partnership building.
  • Background and knowledge of youth programs, evidence-based practices and youth peer advocacy.
  • Understanding of best practice approaches including: Housing First, Positive Youth Development, Authentic Youth Engagement, Motivational Interviewing, Harm Reduction, and Trauma-Informed Care.
  • Working knowledge of policies, systems, and local programs that impact homeless persons and the related public funding sources, regulations, requirements, and procedures 
  • Strong computer skills and knowledge including word processing, database operations, spreadsheets and other software systems. 
  • Ability to coordinate and/or oversee the successful completion of projects.
  • Strong written and verbal communication skills.
  • Highly motivated self- starter with the ability to coordinate multiple projects/ tasks simultaneously in a high-pressure
  • Experience working with a diverse population, with sensitivity to differences in culture, religion, sexual orientation, race, age, and physical and mental
  • Ability to respond responsibly in emergency and crisis situations.
  • Intermediate proficiency in Windows Office Suite programs and a data management system (HMIS preferred).
  • Position requires travel primarily in Los Angeles County.
  • Ability to work varied hours/days including evenings/weekends/holidays.
  • Valid California driver’s license and proof of auto insurance.
